As an Assistant Resource Coordinator you will support the Resources Coordinator in supervising a cohort of SILC team leaders, Assistant team leaders, drivers and Passenger assistants to deliver the day-to-day provision of the passenger transport service across the Leeds authority to approx. 4700 customers daily.

About the role
This is a hands-on, operational role that can be challenging at times but is also highly rewarding. You will need a strong geographical knowledge of the Leeds area, along with experience in managing a fleet of passenger-carrying vehicles (desirable but not essential). The role requires the ability to manage competing priorities and workloads effectively, while responding positively and flexibly to the evolving needs of the service. You will be expected to build and maintain strong relationships with both internal and external stakeholders, and to demonstrate a flexible, empathetic approach when working with ASC and SEND passengers with complex needs and behaviours. You will be instrumental in embedding legislation and council policies ensuring compliance with health and safety regulations.

Job purpose
To assist the Resource Coordinator to supervise a team of Drivers and Passenger Assistants covering their area wedge of the city, responsible for the provision of an effective and efficient inhouse passenger transport service. To work with the Resources Coordinator and own team, to embed the Council values and behaviours.
Responsibilities

To assist the Resources Coordinator to ensure Drivers and Passenger Assistants understand and deliver the service within the agreed performance standards and work collaboratively with colleagues within the service to improve overall service standards, communication and performance.
- To assist the Resources Coordinator to introduce processes, to assist in training, development plans to ensure a continuous programme of improvement is in place for the team.
- To assist the Resources Coordinator in the smooth and efficient functioning of resources to support the service, ensuring all work targets are achieved and with the flexibility to cover these roles and identification of priority in the event of staff absence or high volumes of work.
- To assist the Resources Coordinator in their responsibility for the day-to-day supervision of Drivers and Passengers Assistants including engaging staff in return to work, welfare checks and attendance management Stage 1 meetings only of a cohort of Drivers and Passenger Assistants to assist in delivering a 365-day transport service.
- To assist the management team in gathering performance management information which focuses on efficiency, and productivity levels to support improving service standards and business needs whilst complying with GDPR and legal requirements.
- To assist the Resources Coordinator in the administration of training.
- Assist in the preparation of statistical returns as requested by the Senior Management Team.
- To actively support the service by working on a rota system, and this could include undertaking reception duties and opening and closing the building alongside other members of the service.
- To assist the Resources Coordinator in their contribution to strategy and workforce planning as required.
- To assist the Resources Coordinator to ensure Drivers and Passenger Assistants are supported, flexible and accountable to ensure an efficient inhouse service is provided.
- To assist in the delivery of a professional, efficient, and effective passenger transport service that responds to the passenger, customers, and clients across a wide range of services functions.
- To assist the Resources Coordinator in the allocation of drivers and vehicles to deliver an efficient and effective service which meets performance standards, passenger, and client needs.
- To undertake driving duties and cover transport route where necessary to support the service.
- To use appropriate software to change and dispatch routes/vehicles to ensure inhouse service is always efficient.
- To assist in gathering information in order for the service to be able to response to complaints and other enquiries from passengers or clients in a professional and courteous manner.
- To promote cross service working with other services within the Council.
- To support Resources Coordinator in ensuring all legislation and all council policies and procedures are fully implemented.
- To contribute to continuous service within the service and Authority.
- To improve own practice through observation, evaluation, discussions with colleagues and appropriate training programmes.
- To collaborate with colleagues, knowing when to seek help and advice.
- Contribute to overall ethos, work and aims of the service by attending relevant meetings training days/events as requested.
- Be aware and comply with Leeds City Council policies and procedures e.g. Child protection, Safeguarding, health safety and security, confidentiality and data protection, reporting all concerns to appropriate person.
- Work effectively as a team member, supporting colleagues with workloads as appropriate and identifying areas for improvement in a constructive manner.
- Work unsupervised, using initiative to adhere to sometimes conflicting deadlines and be reactive to service priorities.

Qualifications Demonstrating numeracy and literacy or equivalent knowledge and experience are essential.

- Able to assimilate information quickly, adopt a methodical approach and be willing to accept new ways of working.
- Knowledge of Leeds City Councils’ financial regulations and standing orders.
- Understanding of principle aims and objectives of effective public sector of financial management.
- Understand the Council's customer care policies comment values and behaviours.
- Understand the Council's health and safety policies.
- Understanding of electronic and IT systems and solutions in a transport environment e.g. telematics electric vehicles etc.
- Experience of working with bespoke computerised systems in a fleet setting.
- Experience of working with Microsoft products and programmes Excel, Word, data system 365.
- Experience of monitoring drivers, passenger assistants when out on sites.
- Experience of supporting staff on both day-to-day tasks and projects.
- Experience of dealing with employment matters such as performance, attendance, training and Development.
- Understanding of managing staff and ensuring their work achieves the necessary standard and that required tasks are carried out in line with work schedules, priorities and time scales.
- Experience of working with a wide range of people e.g. staff, clients internal/external partners to deliver quality service provisions.
- Experience of financial accounting and budget monitoring to identify and contribute to cost saving solutions.
