Leading on statutory compliance across all corporate landlord sites, acting as a key compliance lead
Taking responsibility for temporary social housing stock, ensuring it is safe, well-maintained, and fully compliant with all health and safety requirements.
Ensuring compliance with emerging legislation and regulatory standards in social housing, including maintaining awareness of requirements such as Awaab’s Law and implementing necessary changes to policies, processes, and property standards.
Procuring and managing contractors, including specification writing, performance monitoring, and KPI management
Overseeing planned preventative maintenance (PPM) schedules and ensuring accurate compliance records in CAFM systems
Coordinating contractors, site access, and project delivery to ensure works are completed safely, on time, and to a high standard
Providing expert advice on compliance, health & safety, and building management to colleagues and stakeholders
Supporting budget planning and forward maintenance programmes
Building strong relationships with internal teams to ensure property services support wider council operations

Are you looking for an exciting and varied role where you will be working with a team of specialist advisers who are helping to shape the future environment of southern Oxfordshire? Where you are supported in developing your experience and knowledge to further your career

Essential criteria for the role

Experience – At least 3 years’ experience in a similar level role managing, leading and developing teams, including contract management; proven experience in project management, particularly maintenance and minor works projects; experience of delivering statutory compliance management across property or facilities portfolios; experience managing contractors and service delivery, including performance monitoring.

Knowledge & Technical Capability – Broad technical knowledge of building maintenance, compliance, and construction-related activity; strong understanding of health & safety, safe systems of work and statutory compliance requirements; ability to interpret and manage risk assessments, method statements, and compliance documentation. Knowledge of Computer Aided Facilities Management (CAFM) systems, manage raw data, creating reports, and continuous improvement.

Skills – Strong interpersonal and communication skills, with the ability to engage stakeholders effectively; ability to prioritise workload and manage competing demands; well-developed analytical and problem-solving skills; confidence to provide professional advice and challenge where necessary, particularly on compliance and safety.

Qualifications & Professional Requirements – Relevant professional qualification in facilities management, construction, or a related discipline; evidence of continuous professional development (CPD) in health & safety and compliance; GCSE (or equivalent) in English and Maths; full UK driving licence with access to a vehicle insured for business use.

Behaviours & Attributes – Demonstrates strong personal accountability and responsibility; ability to prioritise safety and compliance and challenge poor practice; strong commitment to service delivery and continuous improvement; ability to build effective teams, relationships and collaborate across teams; willingness to travel between sites as required.

Key responsibilities for the role

Lead and manage a team to deliver statutory compliance services across the property portfolio
Manage and deliver reactive repairs arising from inspection regimes safely, on time, and within budget
Ensure full statutory compliance across all properties, acting as the lead for health, safety, and building compliance
Oversee temporary social housing stock compliance with standards and emerging legislation, including Awaab’s Law
Procure and manage contractors, driving performance through KPIs, SLAs, and regular reviews
Manage planned preventative maintenance (PPM) programmes and ensure accurate compliance records within CAFM systems
Manage the utilities consolidated billing framework contractor, ensuring accuracy, performance, and value for money
Provide expert compliance and property advice to stakeholders and support continuous service improvement
