We are seeking a highly skilled and experienced MLRO/Compliance Officer. This full-time position collaborates with and takes direction from the Head of Group AML& CTF and the Internal Control Body based at the global HQ in Spain. The role holder requires significant knowledge of the UK regulatory environment. In additional a strong understanding of the Money Laundering, Terrorist Financing and Financial crime risks exposed to a Money Service Business.
The position of Compliance and Nominated Officer (also known as MLRO). The Compliance Officer and MLRO is responsible for the review and submission of Suspicious Transaction Reports (STRs) to the FIU, monitor the day-to-day operation of its anti-money laundering policies; and respond promptly to any reasonable request for information made by the NCA/HMRC.
In accordance with the FCA handbook, the firm may decide that the same person can carry out the responsibilities of the MLRO and of the "nominated officer" under the Money Laundering Regulations.
The Compliance Officer and MLRO will work with the company's network across the UK to ensure the business remains compliant in the areas of anti-money laundering, local banking laws, and GDPR. You will liaise regularly with senior management, branch management, local government regulatory authorities, and business partners to ensure that the business operations are compliant in accordance with UK regulations.
The role is comprised of three main areas of responsibility:
1. Anti-Money Laundering and Counter Terrorist Financing (“AML/CTF”)
The Compliance and MLRO works closely with the Head of Group AML&CTF to establish, maintain and develop a robust and effective AML/CTF framework throughout the UK covering the following business operations:
Retail Bureau de Change
Wholesale Cash Processing
- Conduct ongoing-monitoring of wholesale business partner business, including onsite visits;
- Receive internal Suspicious Transaction Reports (STRs), review and submit to the National Crime Agency (NCA),
- Manage and oversight of SAR/STRs process within the UK,
- Maintain a robust STR database, including the record keeping of all internal STRs, supporting documentation and evaluation evidence;
- Maintain accuracy within the sector specific AML Manuals for the UK;
- Where requested, represent the compliance function when meeting external suppliers/partners;
- Assist the Group Internal Auditor prior to and during the annual AML/CTF internal audit
- Compiling Management Information (“MI”) for the monthly Compliance reports;
- Deal with AML/CTF queries and questions from across the UK business;
- Assist with requests for information from law enforcement and other authorities; and
- Attending AML/CTF forums and groups as and when required.
Follow the FCA guidelines and responsibilities’ namely:
- Receiving internal reports;
- Taking reasonable steps to access any relevant know your business information;
- Making external reports to NCIS (External reporting);
- Obtaining and using national and international findings;
- Taking reasonable steps to establish and maintain adequate arrangements for awareness and training (whether by himself or someone else) and
- Making annual reports to the relevant firm's senior management.
2. Compliance risk analysis
Responsible for the ongoing transactional monitoring of all business services, including record keeping maintenance and the investigation and review of any unusual trends or patterns;
- Coordinate the monthly complaints logs for the Region and review for any complaints that relate to possible staff fraud;
- Oversee the gifts & hospitality process;
- Investigate suspected fraud/theft;
- Provide a monthly report on AML compliance to the Head of Group AML&CFT
3. General
- Review new developments within the UK relating to Global Exchange’s legal and regulatory requirements
- Ensure that the management of updating policies and procedures within the UK network is undertaken in an appropriate timeframe and with due consideration of local laws and regulation, and ensuring adoption of external audit recommendations.
- Liaise with the global audit team, taking ownership of audit planning within the UK and the mitigation of any regulatory issues found during branch inspections.
- Participate in the development of new products/services and associated policies and procedures to ensure there are adequate policies and procedures in compliance with applicable laws and regulations before final design and implementation.
- Maintain a Compliance Training Program and materials to address policies and procedures, as well as all applicable laws and regulations as deemed necessary.
- Undertake periodical issue of compliance memorandums to staff regarding new developments in law/regulations, internal policy issues and other critical information regarding compliance issues.
- Help co-ordinate with external auditors and regulatory agency’s examiners during compliance examinations, act as primary examination contact, and furnish examiners with requested information to ensure that compliance issues are adequately addressed in connection with such audits.
- Maintain an Inventory of compliance resources and policies/procedures.
- Provide leadership as first point of contact for compliance within the UK, building strong relationships with key internal stakeholders and external regulators and business partners.
EXPERIENCE REQUIRED
- 5 years relevant Compliance experience ideally in a Money Service Business or similar;
- CDD/EDD/KYC/KYB on-boarding experience
- Experience of dealing with consumers within a compliance context
- Compliance monitoring experience
- Ability to extract and analyse data with good reporting and presentation skills;
- Proficient IT skills with excellent working knowledge of MS Office Suite;
- Ability to communicate clearly and effectively both orally and in writing (at all levels);
- High level of accuracy and excellent attention to detail; and
- Ability to work on own initiative and to prioritise work to meet strict deadlines
- Minimum Level 5 Compliance / AML qualification
- The individual must be individually approved by the FSA
- BSc in Law, Economics, Business Administration and ACAMS (Optional)
