We are excited to offer an exceptional opportunity for a Programme Lead to shape and deliver the national development of our Children and Young People’s (CYP) Resource Programme. This is a strategically significant role where you will lead the research, design and development of resources and programmes that will support children and young people supported by CGL CYP Services. As Lead, you will provide strategic leadership for the CYP Resource Programme Development, overseeing its successful delivery from discovery through to implementation. Full Time Hours: 37.5 hours per week
Contract Type: Fixed Term of 12-month (subject to funding and organisational requirements for contract extension)

About the Role:
Project Design & Coordination

Lead the end‑to‑end project to develop a single CYP resource library for frontline staff as part of the national Atlas Project.

Define project scope, objectives, milestones, timelines, dependencies and risks.
-
Coordinate contributions from teams and subject matter experts across the directorate.
Resource Scoping & Mapping
-
Identify and gather resources currently used across CYP services, including guidance, tools, training materials and engagement resources.
-
Review existing materials to identify duplication, gaps and areas for improvement.
-
Prioritise resources based on frontline need and impact on engagement with children and young people.
Standardisation & Quality Assurance
-
Coordinate review of resources to ensure accuracy, relevance, safeguarding, inclusivity and alignment with best practice.

Work with central CGL teams to develop and apply standards for formatting, branding, language, accessibility and tone.

Work within the Supporting Therapeutic Interventions Group (STIG) to establish clear version control and review processes to ensure resources remain up to date.
Resource Library Development

Work with central teams to organise resources into a clear, accessible structure aligned to frontline roles and service needs.

Work with digital and system leads to ensure the library is user‑friendly and easy to navigate.

Support testing and refinement of the resource library with frontline staff.
Stakeholder Engagement & Governance

Engage young people, frontline workers, managers and specialists to gather insight and feedback throughout the project.

Establish governance arrangements for sign‑off, oversight and quality assurance.

Define processes for submitting, reviewing and updating resources beyond the life of the project.
Communication & Implementation
-
Maintain regular communication with central teams and key stakeholders on progress, risks and next steps.

Support launch activity and communications to promote awareness and uptake of the resource library.

Produce clear guidance and documentation to support implementation and ongoing use.
About you:

Strong understanding of Children and Young People’s services and familiarity with engagement, prevention or early intervention approaches within CYP contexts.

Demonstrable experience managing complex, multi‑workstream projects with clear milestones, risks and dependencies.

Experience coordinating contributions from subject matter experts and operational teams to deliver coherent, high‑quality outputs.

Proven ability to scope, review and consolidate existing materials or approaches, identifying best practice and opportunities to standardise.
-
Experience creating, curating or standardising resources, toolkits, training packages or guidance materials for frontline use.
-
Strong editorial skills, with experience applying quality assurance, version control and review processes to shared resources.

Excellent written communication skills, with the ability to produce clear, high‑quality materials tailored to different audiences, including frontline practitioners, senior leaders and young people.

Ability to translate strategic objectives into practical, operationally deliverable resources that meet frontline needs.

Experience working collaboratively with a wide range of stakeholders, including operational staff, specialists, central support teams and senior leaders.

Strong stakeholder engagement skills, with the ability to build and maintain productive working relationships across dispersed teams.

Experience gathering and incorporating feedback from frontline staff to inform the design and refinement of resources.

Ability to review practice‑based and evidence‑informed materials, synthesising key messages to support consistent and effective delivery.

Good digital literacy, with experience organising content within shared systems, platforms or resource libraries.

Highly organised, with the ability to manage competing priorities and deliver to fixed deadlines.

A proactive, solutions‑focused approach, with the ability to work independently and exercise sound judgement.

Strong interpersonal skills, with confidence communicating progress, risks and recommendations clearly.
