As Capital Coordinator you will lead on the delivery and implementation of the Children and Families Capital Programme ensuring capital funding for schemes and projects is managed effectively.
You will work in partnership with various providers and stakeholders (internal and external), to build and maintain positive and effective relationships to ensure delivery of the capital programme.
About you
The successful candidate will have an in depth understanding of the relevant guidance and legislation that relates to the management of capital grants by local authorities and specifically those allocated by the Department for Education for use on schools and education establishments.
The candidate will be able to communicate effectively to stakeholders at all levels and when necessary, negotiate solutions that work for all parties.
The post holder will be required to: -
- Co-ordinate the development and implementation of a capital strategy for identifying and prioritising potential schemes for inclusion in the Capital Programme or any other major capital investment initiatives.
- Co-ordinate the mechanism to enable funding of capital projects on academies to include gaining the necessary approvals, preparation of legal agreements, raising orders
- Prepare for delivery of the Schools Programme, identify any risks, challenges and make recommendations.
- Lead on the development of the Children and Families Capital Programme for works to be undertaken on schools across Cheshire East, regularly preparing Cabinet reports/Briefing Notes on budgets and report progress to Councils Officers and Elected Members.
- A background in finance and management of capital budgets is required.
