The creation of the Cumbria Combined Authority (CCA) marks a once-in-a-generation opportunity to unlock the full potential of one of England’s most distinctive places. With devolution bringing new powers, new investment and a directly elected Mayor from May 2027, the Authority will play a central role in driving inclusive growth, improving public services and championing the needs of communities across Cumbria.
As we establish the organisation, we are seeking a Head of Communications to join us on our journey.
About this opportunity
This is an exciting opportunity to lead and shape communications for Cumbria Combined Authority at a pivotal stage in its development. As Head of Communications and Marketing, you will be at the forefront of ensuring residents, businesses, partners and stakeholders understand who we are, what we do and the difference we make across Cumbria. You'll lead the development and delivery of strategic communications and marketing activity, driving engagement, raising awareness and building the Authority's reputation both locally and nationally.
Working closely with the Chief Executive, Directors, Board Members and external partners, you will act as the Authority's senior communications adviser, providing expert guidance on high-profile, complex and sensitive issues. You'll lead a professional Communications and Marketing team, overseeing media relations, stakeholder engagement, digital communications, branding, campaigns, internal communications and major events. From promoting investment and economic growth opportunities to supporting organisational change and managing communications during critical situations, you'll play a central role in helping the Authority achieve its ambitions and establish itself as a trusted and influential voice for Cumbria.
Who we are looking for…
We're looking for an experienced communications leader who can combine strategic vision with practical delivery. You'll have a strong track record of leading communications and marketing within a complex organisation, providing trusted advice to senior leaders, managing reputation and media relations, and delivering impactful campaigns that engage a range of audiences.
You will be an excellent communicator with strong leadership and relationship-building skills, able to influence at all levels and develop high-performing teams. With expertise across strategic communications, stakeholder engagement, branding and digital channels, you'll be comfortable managing competing priorities, exercising sound judgement and delivering results in a fast-paced and high-profile environment. Most importantly, you'll be passionate about using communications to make a positive difference and help shape Cumbria's future.

Location
This role may be suitable for hybrid working, which means an employee works part of their time in the office and part from home. This is a voluntary and non‑contractual arrangement between you and your manager, and your contractual place of work will remain your office location.
If a hybrid working arrangement is suitable for both the role and for you, you will normally be required to spend a minimum of 40% of your working hours in the office. Our main office is at Redhills, near Penrith. We are also able to use offices of our partner authorities across the county to help fulfil this expectation.
