About the role

We are seeking a detail-oriented and proactive Enforcement Investigation Officer to join our team, playing a key role in the assessment and resolution of appeals relating to parking, bus lane, and moving traffic contraventions.

The Enforcement Investigation Officer operates as part of a team responsible for reviewing appeals relating to civil parking, bus lane, and moving traffic contraventions. The role requires a high level of accuracy and attention to detail, as well as a commitment to staying up to date with relevant legislation and regulations.

What will you be doing?

In this role, you will investigate and respond to challenges, representations, and appeals against Penalty Charge Notices (PCNs), ensuring that all responses are accurate and issued within statutory timeframes while fully complying with relevant legislation and council policies.

A key aspect of the role involves representing the Council at Traffic Penalty Tribunal hearings, which may take place by telephone, video, post, or in person. You will be responsible for preparing and submitting comprehensive, accurate evidence within strict deadlines, ensuring each case is fully and fairly presented. During hearings, you will be expected to make informed, real-time decisions when required by the Adjudicator, including agreeing to case cancellations or accepting reduced payments where appropriate.

In addition, you will process permit applications in line with council policy and support essential back-office functions. This includes managing the permit mailbox, conducting ad hoc compliance checks on applications and issued permits to confirm eligibility, and taking appropriate action in cases of permit or Blue Badge misuse.

This role requires exceptional attention to detail, strong organisational skills, and a thorough understanding of relevant legislation and regulations.

You must be committed to delivering high standards of customer service and confident in applying policy and legal frameworks accurately and consistently.
