CWPT is looking to recruit an highly experienced individual to support the delivery of both short term and longer-term procurement requirements, from market engagement through to product mobilisation, to deliver the Trust’s Digital strategic and operational objectives whilst complying with procurement legislation/best practice and achieving value for money.
This person will need to:
Provides expert specialist and professional commercial and procurement advice, primarily to the Digital and Informatics portfolio, but also to other operational areas as required.
Lead collaborative procurement activity across the West Midlands MH and LDA Provider Alliance, identifying opportunities through review of current contracts and facilitating the commercial procurement response to national and regional funding opportunities.
Be responsible for the design, development and delivery of a customer focused Trust wide Procurement & Contracts Manual and supporting training materials
The post holder will be expected to ensure that the Trust undertakes procurements in line with legislation and best practice and its own SFIs and in a manner that secures best value for the public purse.
The key responsibilities are:
D evelop in collaboration with the Digital & Informatics Director and his senior leadership team a Procurement Strategy for each Digital specialist area which provides for a short, mid and long-term view over the next 3 years.
To review Digital & Informatics expenditure and develop a savings program strategy through to realisation.
Work with the WM MHLDA Provider Alliance’s Digital Collaboration Group (ie. across the six MH NHS Trusts) and facilitate/lead a portfolio of compliant procurements on its behalf.
Lead on a range of Digital Procurement delivery requirements, from inception to contract close to mobilisation.
Work with the Digital and Informatics Team to identify needs for Contractual solutions with flexibility to draw down requirements and implement those procurements.
Work with the Digital Director & Senior Team to advice, facilitate and lead strategies associated with strategic critical infrastructure suppliers.
Through the supplier engagement support the development of an implementation plan for the introduction of a new system and support the delivery of the Business Process Re-engineering element trust wide in a phased approach to up taking departments.
Undertake Research & Strategy Development for the re-procurement of ePMA & EPR System Solutions.
Mentor and support post other staff within the Procurement & Contracts team with a view to developing their commercial skills.

Delivering the Digital Workplan
- Do a commercial health check of all digital contracts across the portfolio and identify in collaboration with the Director of Digital & Informatics and/or his Heads of Service a Procurement Strategy associated with its subsequent procurement exercise for that category area.
- Prioritise, develop, introduce and implement policies and procurement procedures in relation to Digital services.
- Develop integrated relationships with the Trust service lines to promote the benefits of effective Digital procurement by influencing, negotiating, educating, persuading senior managers and clinicians to embrace innovative alternatives to contribute towards the overall strategic aim of improving quality of care and treating more patients for a lower overall cost.
- Manage conflicting priorities utilising exceptional organisation or communication skills, ensuring that complex technical information can be explained in non- technical / business terms.
- Work with the Director of Digital and Informatics and his leadership team for each area to define the digital procurement strategy and manage continual service improvement.
- Develop processes in collaboration with other team leads to jointly manage the business, delivery and development of Digital services offered to the Trust.
- Oversee the procurement function with a focus on procurement and purchasing related issues within the Trust and with external agencies and suppliers for Digital programme and projects.
- Support Digital and Informatics Staff across the service in relation to contracting and procurement. Support the Digital teams to analyse, and evaluate tender returns, using appropriate evaluation methods, to deliver evidenced compliance.
- Develop relationships with NHS and private sector organisations to establish both long- and short-term collaborative partnerships to procure goods and services where joint commitment will yield enhanced value for money as it relates to Digital.
- Communicate and promote the Trust’s Digital Portfolio facilitating good understanding and adoption of changes to the Trust processes and Standard Operating Procedures.
- Liaise with professional leads from other Trusts and other NHS sites to evaluate opportunities for joint procurement.
- Undertake high level tendering and contracting activity, developing Terms & Conditions as necessary as it relates to Digital.
- Monitor purchasing trends to develop strategies to optimise the ability to reduce cost and enhance value for money.
- Prepare procurement and contract papers for review, authorisation and deliver presentations to Digital Senior Team, Boards and Committees.
- Unify and harmonise contracts across the Trust from all sites that relate to the provision of digital services and goods.
- Produce contract documentation and let contracts in line with Trust Policies and Procedure.
- Evaluate opportunities, develop strategies, set priorities, lead negotiations and co-ordinate all related activity to establish a core group of preferred/partner suppliers as related to Digital.
- Ensure accurate and up to date advice is available to all work streams under the Digital Portfolio to achieve maximum efficiency in the procurement processes while ensuring compliance with existing guidelines and regulations.
- Lead change to support the continued rationalisation and standardisation of products and services across the Trust.
- Contribute with subject matter expertise to formalise the legal aspects of the acquisition, implementation and maintenance of the various solutions, maximising value for money.
- Adopt best practices and encourage other organisations and suppliers to support innovation and cost reduction initiatives.
- Undertake supplier/contract reviews in collaboration with operational digital leads to ensure high levels of service and enable improvements.
- Maintain knowledge of changing market conditions and technologies that enable efficiencies and service development
- Ensure an evidence-based approach to relevant audit/and or evaluation work on all aspects of quality improvement.
- Gather bench-marking and analyse results presenting to the Director – Digital & Informatics, and other Senior stakeholders and relevant committees.
- Work collaboratively with colleagues to ensure that effective governance arrangements and performance management systems are in place.
- Identified and included as appropriate on the organisational risk register and are progressed appropriately to reduce the risk profile.
Commercial Delivery Remit
- To work with the Director of Digital & Informatics and his team to create a procurement/Finance delivery forecast plan associated with commissioning any Digital systems/technologies or roll out in advance of the requirement falling due for expenditure.
- To attend a monthly meeting with the Director of Digital & Informatics, his Heads of Service and the CFO to understand planned vs actual expenditure throughout the next 12 month cycle and to provide support for any commercial considerations or actions resulting from the meeting.
- To provide a clear audit trail of supply partners, their contracts, compliance governance arrangements and audit record in accordance with procurement legislation
- To complete and share a risk log at the monthly meeting associated with the commercial supply aspects of the Trust’s Digital work programme.
- To create a Contract Management Training Guide for internal Digital Staff who are responsible for managing 3 rd Party Consultants to promote best practise financial vs performance delivery of these consultants.
- Deliver the Contract Management Training once the content has been approved by the Chief Finance Officer and Head of Contracting & Procurement.
Contract & Procurement Department Scope
- Develop a Trust wide Customer focused Procurement & Contract management training content and to deliver these training sessions across departments to ensure alignment to SFIs and Procurement legislation.
- To process map Procurement Act 23 before July 2026 and translate into working document templates for the review and sign off by the Head of Contracts & Procurement.
Collaborative Initiative Scope
- To present to senior Digital Specialists across region on initiatives and specific areas for procurement collaboration,
- To promote opportunities for collaboration and build professional strong relationships with all stakeholders on the collaboration group.
- To create strategies and procurement processes that are compliant and promote value for money and efficiency/organisational benefits in collaboration with the group leads.
- Present these strategies at collaborative meetings, to further facilitate any interest across the group and act as collaborative procurement lead where interest is adopted.
- Report on progress of key milestones associated with the collaborative procurements
- Draft a template Collaborative Agreement which safeguards the Trust where any collaborative member joining a procurement exercise does so at their own independent review and scrutiny of strategies & process flows associated with the procurement.
- Develop template documents for the procurement exercises & process flows which are easy to read, simple, and clear to guide stakeholders in respect to Lead collaborator roles and collaborate organisations responsibilities again to safeguard the Trust.
- Develop a Collaboration welcome PowerPoint template as a marketing tool to share with Trusts by way of advertisement of future events and initiatives planned.
