About the Team and the Role
We’re looking for a Digital Transformation Delivery Lead to play a central role in shaping and delivering Warwickshire County Council’s approach to digital, data, AI and automation.
This is a high-impact role focused on turning ideas into delivery, helping services improve outcomes, reduce pressure on staff and deliver better value for money through smarter use of technology.
You won’t be expected to be a deep technical specialist, but you will need a strong understanding of how digital solutions can be used in practice, together with the confidence to engage effectively with technical specialists, including suppliers, to identify the best solutions. You’ll bring practical judgement, strong delivery skills and the ability to translate complex digital concepts into clear, actionable plans.
What you’ll be doing
You’ll lead a corporate programme of digital transformation, AI and automation initiatives, ensuring the right things are prioritised and delivered well.

Lead the planning, design and delivery of a portfolio of digital and AI-enabled projects.
- Identify opportunities where digital and automation can improve services, efficiency and outcomes.
- Enable robust governance and prioritisation by coordinating AI governance groups as required.
- Provide clear, non-technical advice to senior leaders to support decision-making.
- Support the development and assurance of business cases and investment proposals.
- Work closely with ICT, information governance teams and other internal stakeholders to coordinate delivery.
- Work with external digital solution partners to implement new corporate solutions.
- Lead the development, communication and practical embedding of policies, standards and governance frameworks for digital and AI.
- Lead communications and awareness-raising activity so colleagues understand the opportunities, responsibilities and safe use of digital, data, AI and automation.
- Ensure all activity aligns with data protection, security, ethical and responsible AI principles.
What we’re looking for
We’re looking for someone who combines strategic thinking with delivery focus and can work confidently across service, technical and supplier environments.

Experience leading or coordinating complex programmes or portfolios of work.
- Strong understanding of digital transformation, AI and automation, with enough confidence to challenge and guide specialists.
- Ability to translate complex ideas into clear advice for non-technical audiences.
- Experience developing and reviewing business cases and delivery approaches.
- Strong analytical and problem-solving skills.
- A good understanding of data protection, information governance and responsible AI.
- Excellent communication and stakeholder engagement skills, with the ability to build awareness, influence practice and support confident adoption across services.
Experience in local government or a regulated environment is helpful, but not essential.
