As a result, alongside several consortium partners; Balfour Beatty have been selected by bp (British Petroleum) to construct a first-of-a-kind fully integrated gas-fired power station with carbon capture and storage which is a key driving force behind plans to make Teesside the UK’s first decarbonised industrial cluster.
Balfour Beatty is seeking a dynamic Sub Agent to contribute to our Net Zero Teesside (NZT) project based at our site in Redcar and Cleveland.
Role Purpose: To lead and control a defined section of the main mobilisation works for the NZT Power, Capture and Compression Project. The role will focus on establishing the depot, compound, welfare, logistics, access, security, services, laydown and support infrastructure required to enable the wider construction phase.
The Sub Agent will manage the day-to-day delivery of a multi-discipline mobilisation package, including the coordination of Section Engineers, Site Engineers, supervisors, subcontractors and suppliers within the allocated work area. The role is responsible for safe delivery, engineering control, temporary works coordination, short-term planning, production management, quality, commercial records, subcontractor control and progressive handover.
What you'll be doing
This is a broad delivery role within a major mobilisation environment. The Sub Agent manages a defined section of works while coordinating across multiple disciplines, interfaces and subcontractor packages. The role requires strong control of safety, quality, programme, cost, records and handover, alongside effective site delivery aligned with engineering, commercial, planning, temporary works and client requirements.
- Identify changes to drawings, specifications, works information, site conditions and methods.
- Understand commercial and contractual impacts of change, delay, disruption and productivity.
- Maintain records to support contract notices, compensation events and commercial recovery.
- Support section budget control and monitor costs against planned outputs and resources.
- Review weekly costs, labour, plant, materials and subcontractor productivity.
- Understand cost and value within the allocated works.
- Provide accurate, timely records to the commercial team.
- Manage Section Engineers, Site Engineers, supervisors and subcontractors within the work area.
- Interface with Sub Agents and package leads to coordinate access, logistics and dependencies.
- Coordinate with engineering, temporary works, commercial, planning, quality, H&S, environmental, logistics and security teams.
- Cascade key information clearly, ensuring priorities and constraints are understood.
- Support development and competency of junior engineers and site staff.
- Plan and control daily and weekly site activities.
- Confirm readiness before committing resources.
- Coordinate labour, plant, materials, permits, access, drawings, temporary works and inspections.
- Manage interfaces across civils, utilities, M&E, logistics, accommodation, surfacing and building works.
- Track progress against plan and intervene where required.
- Maintain safe, organised work areas ready for follow-on trades.
- Manage engineering control for the allocated section.
- Review drawings, specifications, permits, surveys and site data before works begin.
- Identify design issues early and raise technical queries where required.
- Coordinate setting out, surveys, inspections, testing and hold points.
- Liaise with designers, specialists and temporary works teams to resolve issues.
- Ensure permanent and temporary works are delivered in line with approved designs and requirements.
Who we're looking for
Lead the allocated mobilisation section safely, with clear ownership and accountability. Promote Balfour Beatty values, Zero Harm, environmental controls and expected behaviours. Manage engineers, supervisors, subcontractors and suppliers to ensure works are planned, briefed, resourced and controlled daily. Clearly communicate risks, priorities and constraints. Challenge or stop works where safe systems are not in place or followed.
Review drawings, specifications, surveys and permits before works commence. Identify design gaps, technical issues, temporary works and interfaces early. Raise technical queries and liaise with designers, temporary works teams and specialists to resolve issues. Coordinate setting out, inspections, testing and hold points. Ensure all permanent and temporary works meet approved designs and project requirements.
Coordinate delivery of depots, compounds, welfare, logistics, access, security and services. Manage enabling works including earthworks, road construction, drainage, utilities, accommodation, fencing, barriers, CCTV, stores and workshops. Integrate civils, utilities, M&E, logistics and follow-on trades. Maintain safe access, emergency routes, pedestrian segregation and vehicle control. Confirm areas are inspected, safe and ready for use.
Produce and maintain short-term programmes for the section. Ensure labour, plant, materials, permits, drawings, temporary works and supervision are in place before release. Monitor progress against plan and escalate constraints early. Coordinate subcontractors to avoid clashes, rework and productivity loss.
Manage ITPs, check sheets, material approvals, NCRs and as-built records. Take ownership of quality and handover documentation. Carry out inspections and audits to ensure compliance. Support defect close-out, commissioning, certification and handover. Confirm operational areas have defined ownership, access controls and residual risks identified.
Maintain accurate site records including labour, plant, progress, delays and conditions. Capture information to support change control and commercial recovery. Manage subcontractor performance, challenging poor delivery, unsafe behaviour or non-compliance. Provide timely updates to commercial, planning, quality and project teams.
