The Data Governance Manager will lead the development and embedding of the organisation’s Data Governance policies, standards, and ways of working, ensuring alignment with regulatory obligations and industry best practice.
The role plays a key part in enabling trusted, high‑quality data across the organisation, supporting SPEN’s ambition to operate as a data‑driven business where data is treated as a critical asset, with clear ownership, accountability, security, and interoperability.
What you'll be doing
- Develop, own, and maintain SPEN’s Data Governance framework, ensuring data is consistently treated as an organisational asset with clear ownership, accountability, security, and interoperability
- Define, implement, and evolve Data Governance policies, standards, and frameworks, ensuring compliance with regulatory licence obligations and industry best practice
- Lead the development and continuous improvement of SPEN’s Open Data Triage Framework and Data Sharing Infrastructure Trust Framework
- Monitor regulatory and industry developments, assessing their impact and translating changes into updated governance policies and internal ways of working where required
- Ensure strong alignment with Information Security and Data Protection teams, embedding governance requirements into broader organisational controls
- Drive adoption of data governance policies and standards through effective communication, training, and stakeholder engagement across the business
- Chair and manage the SPEN Data Governance Forum, ensuring appropriate business representation, clear decision‑making authority, and effective oversight of data governance matters
- Support the development and maintenance of SPEN’s enterprise data catalogue, establishing data custodianship, master systems, and robust review and governance processes for data assets
- Represent SPEN in industry working groups and engage with external bodies (e.g. Ofgem, DESNZ, ENA), ensuring industry developments align with SPEN’s strategic direction and ambitions
- Support the development and embedding of internal “Data Best Practice” ways of working across the organisation
What you'll bring
- In‑depth knowledge of data governance frameworks, policies, and standards (e.g. DAMA, Ofgem Data Best Practice)
- Proven experience developing and embedding data governance frameworks within a regulated utility or similar environment
- Strong understanding of data management, data quality, stewardship, and accountability models
- Excellent communication and stakeholder engagement skills, with experience delivering training, facilitating forums, and influencing senior stakeholders
- Demonstrated ability to lead change in a complex environment, fostering a culture of engagement, collaboration, and delivery with a focus on tangible outcomes
- Ability to interpret regulatory requirements and translate them into clear, practical business policies and standards
- Experience working with data governance platforms (e.g. Informatica)
- Knowledge of, or the ability to quickly learn, industry‑specific concepts such as the Common Information Model (CIM), Data Best Practice, and electricity industry regulatory requirements
- Strong analytical, planning, and organisational skills
- Proven ability to engage with and influence a wide range of stakeholders, including internal ScottishPower and Iberdrola groups and external regulators and industry bodies
- Experience in a regulated utility or similar environment is desirable
Minimum Criteria
- Demonstrable experience in a similar role
- Experience in data governance policy and framework development
- Knowledge of Ofgem Data Best Practice or similar regulatory frameworks
- Experience working with data governance platforms (Informatica is desirable)
- Strong stakeholder engagement and communication skills
