Language requirements

Listening and Speaking - Higher

Able to follow a conversation or discussion through the medium of Welsh and English on a professional level and discuss general day to day topics in the field in order to present information and express opinions.Able to give a pre-prepared presentation and respond to any comments and questions on it in Welsh or English.

Reading and Understanding - Higher

Able to understand standard written Welsh and English; both formal and informal.Able to gather information from various sources such as letters, reports, articles through the medium of Welsh and English in order to fulfil the post.

Writing - Higher

Present written information confidently by letter, more detailed and technical report formats, and respond to written requests conveying information, ideas and opinion in Welsh and English (help is available to check the work).

Purpose of the post

Ensure that the people of Gwynedd are at the heart of everything we do.
Provide the Council with a professional advisory service. Ensure compliance and operational consistency, adopting and sharing best practice as well as developing and reviewing policies and relevant procedures.

Responsibility for functions

Main duties

Advise Head of Departments, Senior Managers and other managers on all personnel matters by promoting a “One Council” culture at all possible opportunities.
Provide guidance on recruitment arrangements and best practice by ensuring compliance with the corporate Recruitment and Appointments Policy.
Be proactive and maintain links and an open and constructive relationship with representatives of the Trade Unions.
Advise and support Managers to deal with disciplinary action, complaints and under-performance; deal with applications for re-grading and appeals, preparing and presenting cases as required.
Assist to monitor absence levels and promote the corporate absence management arrangements and consult with the Occupational Health Unit on individual cases in order to support staff to return to work.
Take a central role in developing and reviewing local working conditions along with policies and procedures involving the workforce, and then promote consistency in their implementation across the Council.
Promote the Council as an employer of choice by raising awareness of the careers, the employment package and the work conditions offered to staff. This involves undertaking presentations for existing staff and prospective applicants for jobs in the future.
Support and offer guidance to managers in relation to workforce planning for the future.
Attend relevant departmental management team meetings in order to secure the input of the human resources department to support developments in services across the Council
Collaborate to develop corporate plans and projects and to ensure a Continuous Improvement Plan for the Service.
Act within the corporate policies and procedures in the context of equal opportunities and equality and be at the vanguard in terms of promoting these principles within the Council.
Consult and closely collaborate with Personnel Officers/Human Resources Officers within the Service and Officers from other departments in order to provide the best possible service for the customer.
Be a member of the Human Resources Advisory Team
Responsibility for self-development.
Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
Operate within the Council’s policies in relation to equal opportunities and equality.
Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused
