To support the strategic delivery of Norwich City Council’s corporate and member priorities by leading the development and implementation of effective internal and external communications and engagement.
This role ensures clear, consistent, and engaging messaging across all channels – fostering strong stakeholder relationships, enhancing public understanding and engagement with council services and initiatives.
The postholder will provide expert communications advice and guidance to senior leaders, elected members and other key stakeholders as necessary.
Actively participate in managing relationships with internal and external stakeholders through a range of channels including the media, social media, consultation platforms, council publications, SharePoint intranet and the council’s website.
- Work collaboratively and support other colleagues to deliver team plans, service plans, directorate plans and the council’s most strategic document – ‘We are Norwich’ (often referred to as the organisation’s ‘corporate plan’).
- Take a collaborative approach within the communications team and across all service areas to provide colleagues, members and other key stakeholders on the best way to use your skills for their projects.
- Manage relationships with internal and external stakeholders, including media, partners, and the public.
- Represent the council in joint communications with public sector and partner organisations.
- Providing crisis communications advice and support to the council.
- Consider the reputational impacts to the council in all that you do in order to advise officers and members and inform your own communications activities.
- Providing expert advice and support to members and officers, including the leader of the council, chief executive, and other senior leaders. This can involve:
- Researching and creating briefing packs
- Drafting quotes for senior members and officers
- Writing and contributing to speeches
- Providing advice and guidance for crisis communications
- Preparing members and officers for media interviews and other public forums
- Support the communications manager by working within and across the team towards shared plans and goals.
- Contribute actively to the delivery of team plans and service objectives by aligning individual work with broader strategic goals.
- Experience of developing and delivering internal and external communications campaigns across a range of traditional, social and digital channels.
- Experience of working with a range of internal and external clients and stakeholders.
- Experience of creating communications content and materials including press releases, social media, web content, video, publications.
- An understanding of communications measurement and evaluation.
- An ability to continually assess priorities and deliver high quality work to deadline.
- A good understanding of graphic design and the ability to work with designers on a brief.
- A good understanding of media relations/management.
- A sound understanding of working in a political environment.
- Strong IT skills.
- Degree in communications, marketing, journalism, PR, related field, or equivalent professional qualifications.
- Previous experience in journalism, marketing, PR, social media management or digital communications.

- Paid holiday entitlement starts at 26 days per annum and increases with length of service to a maximum of 33 days per annum. This is pro rata for part-time employees
