About The Role

Build culture, capability and future talent

Tower Hamlets is recruiting a Head of Organisational Effectiveness to lead organisational development, learning and workforce inclusion.

This role is central to building a high‑performing organisation and supporting transformation.

What you’ll do

Lead the organisational development and learning strategy
Build leadership capability and support culture change across the council
Deliver a high‑quality learning offer for leaders, managers and employees
Support transformation programmes with OD expertise and insight
Develop workforce planning, succession and talent development approaches
Embed inclusion and ensure access to development opportunities

What we’re looking for

Strong senior OD or L&D leadership experience
Experience leading large-scale organisational change
Excellent influencing and facilitation skills
A focus on outcomes and measurable impact.

Our Benefits

Competitive salary £84,459 to £92,332
Local Government Pension Scheme membership.
Generous annual leave: 29 days, rising to 33 with 5+ years’ service, plus bank holidays and 3 additional days at Christmas.
