Fostering Panel Chair Independent Fostering Agency (IFA)

Overview

We are seeking an experienced and dedicated Fostering Panel Chair to lead our Independent Fostering Agency’s fostering panel. The successful candidate will play a pivotal role in overseeing the assessment and approval of foster carers, ensuring compliance with regulatory standards, and promoting best practices within the organisation.

This is a vital leadership position requiring strong relationship management skills, excellent organisational expertise, and a commitment to safeguarding vulnerable children and young people.

The Panel Chair will provide independent leadership of the fostering panel and ensure high-quality, child-focused decision-making in line with the Fostering Services Regulations.

Key Responsibilities

Chair fostering panel meetings, ensuring discussions are balanced, fair, transparent, and focused on the best interests of children.
Oversee and scrutinise Form F assessments, foster carer reviews, and other panel submissions, ensuring evidence-based recommendations are made to the Agency Decision Maker.
Ensure all panel activities adhere to statutory regulations, organisational policies, safeguarding standards, and fostering best practice guidance.
Facilitate effective communication between panel members, social workers, and external agencies to promote collaborative working and professional discussion.
Provide professional guidance on complex cases and support panel members in their decision-making responsibilities.
Identify themes, trends, and areas for improvement arising from panel activity and contribute to service development.
Lead on the production of the Annual Fostering Panel Report, analysing panel activity, outcomes, and areas for quality improvement.
Maintain accurate records of panel proceedings and decisions in line with GDPR and data protection requirements.
Promote a culture of continuous learning and development amongst panel members and contribute to panel effectiveness reviews.
Ensure safeguarding concerns are appropriately addressed and escalated where necessary.

Experience & Requirements

Essential:

Significant experience within fostering, children’s social care, or safeguarding services.
Strong knowledge of fostering legislation, safeguarding frameworks, and regulatory requirements.
Proven experience chairing complex professional meetings or panels.
Excellent analytical, communication, and decision-making skills.
Ability to manage sensitive discussions confidently, fairly, and independently.
Strong organisational and administrative skills with attention to detail.
Commitment to promoting positive outcomes for children and young people.

Desirable:

Previous experience as a Fostering Panel Chair or Panel Vice Chair.
Knowledge and understanding of Ofsted frameworks and inspection requirements.
Social Work qualification and current Social Work England registration.
Experience within an Independent Fostering Agency setting.
