Location

The locations for this role are Newport, Titchfield (Fareham), Manchester, London & Darlington

This role is aligned to ONS hybrid working principles, which are based on attending the office with purpose. The postholder will be expected to contribute to the organisations overall 40% office attendance, in line with business and role requirements.

Due to workforce controls you can only select Manchester and London if you are an existing ONS employee contracted to that location. If you are not contracted at one of these sites, these options are not available to you.

Only existing ONS contractual homeworkers can select Homeworking.

The Office for National Statistics (ONS) is the UKs largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution, and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime, and migration. Methodology and Quality Directorate (MQD) ensures that analysis carried out by ONS and the analysis community across government is aligned with the Statistics Authoritys strategic vision and relevant quality standards. We aim to improve the rigour and cost effectiveness of regular statistical outputs and the quality of data used for both statistical purposes and more widely in government. We provide advice and guidance on best practice and ensure that new methodologies deliver improved statistics. We seek to exploit technology and emerging methodologies to research and develop innovative solutions to new and existing issues. We provide a forward-looking, efficient, professional, and accessible service to our stakeholders.

Job description

Statistical Methodologists conduct research and analysis, usually as discrete projects, and support different business areas in ONS with the provision of advice and guidance. This includes working collaboratively with experts in academia, other government departments and national statistical institutes worldwide, and also working on a consultancy basis for external customers.

Statistical Methodologists will work primarily in one area of expertise based on their technical experience and current vacancies, while being given opportunities to get involved in a range of work. For example, Our methodologists play a key role in supporting core economic, social and population statistics, which inform and underpin Government and economic policy.

As part of this recruitment campaign we have roles available across three divisions:

Quality and Improvement Division - Part of the Methodology and Quality Directorate is a key enabler for improving the quality of statistics and data across government. We aim to apply innovative and diagnostic approaches to promote and embed good practice in quality across government, with a focus on communicating the quality of statistics and data. Our work is governed by the Code of Practice for Statistics. The teams interventions include developing and promoting guidance and case studies, developing and implementing quality strategies, running quality reviews, designing and delivering training courses, seminars and workshops, consultancy and advising and creating and supporting collaborative, cross-government networks and the collection and monitoring of the cost (compliance) that falls on businesses and local authorities in responding to GSS surveys. The work is aligned closely with the strategic priorities of the UK Statistics Authoritys Office for Statistics Regulation (OSR) (supporting producers to meet UK Statistics Authority assessment requirements) and of the National Data Strategy. The division directly supports emerging priorities from the National Statistician.

Methods and Statistical Design Division - Part of the Methodology and Quality Directorate helps ensure that ONS statistics are unpinned by robust methodology and meet accepted quality standards. The Division aims to improve the rigour and cost-effectiveness of regular statistical outputs, as well as providing advice and guidance on best practice, ensuring new methodologies deliver improved statistics that align with the strategic direction of the office. The Division seeks to exploit technology and emerging methodologies to research and develop innovative solutions to new and existing issues, and provides a forward-looking, efficient, professional, and accessible service to its stakeholders.

The Methods and Analysis Capability Division - Is focused on enabling effective delivery by supporting a complex work programme through effective programme management and support functions. This involves driving quality social statistics through continuous improvement and innovation in the application and development of appropriate methods that underpin data collection and analysis. Additionally, the Division aims to build capability across the analysis lifecycle by developing a technical training offer. Furthermore, we work across Government to support statistics and analysis through coordination, collaboration, and setting strategic direction for the Analysis Function and Government Statistical Service GSS.

The responsibilities of SEO Methodologists build upon those of the HEO grade. SEO posts are usually best suited to those who already have experience leading statistical research, and often include line management of HEO Methodologists. SEO Methodologists will also;

work on a range of well-defined, statistical research projects, applying relevant skills, knowledge and judgement to conduct analysis, investigate options, and develop and improve methods.
work closely with their customers in communicating findings, including making presentations and writing reports
be part of, and contribute to teams in the Division that specialise in particular areas of methodological expertise or in the application of methods to particular output topics, and will also work as part of other multi-disciplinary teams on specified projects
be expected to share their knowledge and coach others, especially as their own experience grows.
apply their skills and experience well in their own work and when guiding other Methodologists; SEOs work quite independently to deliver their own work, and in the management and support of their teams work.
be knowledgeable about methods at a broader level, as well as in their own areas of expertise, and are experienced and innovative in conducting methodological research.
be experienced in managing work and supporting customers. SEOs communication skills would typically be stronger and more practiced than those of HEOs, and they would be required to present work and communicate with a wider range of audiences, including senior management at ONS.
provide input and advice on strategic initiatives in the Division.

SEOs can expect to receive support, guidance and training in methods relevant to their role, especially where the technical topic is new to them, and more generally in their own professional development. However, SEO Methodologists are self-sufficient and able to apply previous experience efficiently. SEO Methodologists are usually line managed by a Grade 7 Methodologist.

Essential criteria:

For SEO-level Methodologist posts, we require our staff to have the following,

a mathematical and statistical awareness of a broad range of topics, especially in methods related to the production and development of official statistics, as well as a more in-depth understanding of particular areas.
a track record of applying knowledge, skills and experience to good effect in a range of projects, establishing a proven approach to investigating methodological issues and being innovative in developing solutions.
experience of guiding, developing and coaching other analysts and quality assuring their work in order to lead a team effectively.
experience of managing and delivering multiple projects.
an aptitude to providing statistical consultancy, with experience of working with customers to establish and meet their needs.
Computer literacy, with a strong aptitude for programming, including substantial experience in independently developing code to perform statistical and methodological analyses using software such as R, SAS, or Python

Qualifications

Essential

A minimum 2:1 undergraduate degree or post-graduate degree (conditional offers may be made for predicted grades) in a mathematical, statistical, or data science discipline, or other subject with substantial statistical or quantitative analytical content .

OR
Clearly demonstrated equivalent experience, knowledge or qualifications may also be considered.

Security Clearance

For ONS the requirement for SC clearance is to have been present in the UK for 3 consecutive years immediately prior to applying and the department will consider eligibility by exception on a case-by-case basis. Stage 1

A pre-sift will be conducted on location and eligibility criteria set out in the advert. Ineligible candidates will be removed from the selection process and will not proceed to the application stage.

Stage 2 Application

The assessment process at the application stage will be based on your CV, experience and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

A personal statement is required at application stage, the maximum wordcount allowed is 1250, which should not be exceeded. You should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

Please note that Success Profiles Behaviour examples are not required at this stage of the application process.

In instances where a high number of applications are received, the sift pass mark may be adjusted, and candidates will be invited to interview based on merit order, i.e., those with the highest scores.

Stage 3: Interview Stage 1:Technical Presentation

If your application is successful at sift you will be invited to undertake a virtual technical exercise. You will be required to provide a presentation at this assessment stage. The presentation topic will be emailed to candidates who have passed the initial online application stage, 1 week prior to interview.
