On behalf of The Insolvency Service, we are looking for a Business Analyst (Inside IR35) for a 5 month contract which is a hybrid role so does require 3 days a week in either the Nottingham, Ipswich, London, Newcastle, Manchester, Edinburgh, Croydon, Exeter, Cardiff, Leeds or Birmingham Offices
Experienced Business Analyst working on a range of projects including supporting the delivery of improvements to our internal IT infrastructure, digitisation of service delivery, policy related change and estates. This role will also play a key part in supporting the development of the Agency’s emerging Unit Cost Framework and associated cost allocation methodology, ensuring that business needs are captured and translated into clear, structured requirements that enable the design and delivery of technology enabled and data driven business solutions.

As a Business Analyst, your main responsibilities will be:
- Map current state (As Is) and future state (To Be) processes across Agency functions, ensuring traceability from activities through to outputs and outcomes. This includes mapping operational, indirect, and support activities required to deliver defined units of output within the Unit Cost Framework. 2
- Map business activities to defined output and outcome units, ensuring full traceability and accurate cost attribution, and identify the resources, data, processes, and systems required to capture the full economic cost of Agency activities. This aligns with the project’s requirement to identify resources, data, processes, and systems needed to capture full costs of activities.
- Support cost and benefit analysis and contribute to the development, validation, and improvement of the unit cost framework and cost allocation methodology, including evidence-based cost drivers, treatment of corporate support functions, and alignment with Managing Public Money.
- Work collaboratively with business users, suppliers, SMEs, project teams, IT, Finance, Operations, and Data teams throughout the change and systems implementation lifecycle, facilitating discussions and workshops at all levels of seniority.
- Support functional testing, change management, and implementation activities to ensure solutions are adopted effectively and deliver intended outcomes.
- Work in partnership with the Project Manager to support leadership of the project, ensuring delivery against scope, timelines, and strategic objectives.
- Support the establishment of baseline unit costs and development of a repeatable framework for tracking progress against the strategic objective to reduce operational unit costs.
- Contribute to defining outputs, establishing model governance, documenting assumptions, and supporting decisions about allocation methodologies, cost drivers and stepped cost triggers, as part of the Unit Cost Framework development.
- Work with stakeholders to catalogue cost data sources, identify data gaps, and support the assessment of system requirements needed to underpin a robust and sustainable activity to unit mapping and cost allocation model.
Essential Skills
Business Analysis
- Demonstrable Business Analyst experience (ideally 3-5+ years).
- Proven experience gathering, analysing and translating business requirements into technology-enabled solutions.
- Good analytical and problem-solving skills.
- Proven track record of applying recognised business analysis standards and methodologies.
Process Mapping
- Strong end-to-end process mapping experience, including As Is and To Be modelling.
- Experience using BPMN to document business processes.
- Ability to produce clear, auditable process documentation with full traceability.
Finance / Cost Analysis
- Finance background with experience supporting unit cost frameworks.
- Ability to map activities, processes and resources to outputs and outcomes for cost attribution.
- Experience producing metrics and analysing operational performance data.
- Understanding of cost drivers and the relationship between business processes and costs.
Stakeholder Engagement
- Strong stakeholder management and engagement skills.
- Ability to identify and engage appropriate stakeholders independently.
- Experience working with senior stakeholders, SMEs, Finance, Operations, Data and IT teams.
- Excellent communication, presentation and facilitation skills.
Workshop Leadership
- Proven workshop facilitation experience.
- Ability to lead workshops, manage differing viewpoints, build consensus and drive outcomes.
Public Sector Experience
- Previous public sector experience and understanding of government frameworks, compliance requirements and stakeholder environments.
- Ability to operate effectively within a government organisation with minimal onboarding.
Desirable Skills
- Experience contributing to cost allocation models.
- Experience with activity-based costing methodologies.
- Experience undertaking data-driven operational analysis.
- Experience supporting the development of unit cost frameworks and cost allocation methodologies.
- Policy-driven change experience.
- Experience translating business requirements into commercial terms for procurement activity.
- Experience working within SIAM or service integration environments.
- Experience supporting functional testing, implementation and change management activities.
- Knowledge of Managing Public Money principles.
