Location: M16 (Old Trafford, Manchester); 3 bed SEMH home.
Reporting to: Director of Children’s Services / Provider
Contract Type: Split contract: Pre-Registration and Post-Registration (ongoing relationship)
Time Commitment
- Pre-registration: In addition to 1 day week as oversight RI, Deliverables-based (scope and deadlines agreed in advance). Occasional additional days may be required depending on registration activity and timelines. £300–£350 per day .
- Post-registration: 1 day per week (ongoing governance and regulatory oversight), with flexibility for occasional additional support if required.
- Post-registration: £500 per day (depending on experience and scope).
- Pre-registration additional days (if required): £300–£350 per day (depending on experience).
Important Context
Beholme residential is currently in the pre-registration stage and is not yet Ofsted registered. We are appointing a Responsible Individual (RI) to support the registration journey and then provide ongoing governance and regulatory oversight once registration is granted.
Pay Structure Phase 1: Pre-Registration (Deliverables-Based)
- Payment is based on agreed deliverables to support the Ofsted registration process (see deliverables list below).
- Deliverables will be agreed with clear milestones and deadlines.
Additional Days (If Required)
- If additional days are required during pre-registration (e.g., urgent meetings, extra reviews, submission support), these will be paid at £400 per day (depending on experience).
Phase 2: Post-Registration (Day Rate)
- Following Ofsted registration, the role will move to a day-rate model of up to £500 per day (depending on experience and scope).

We are seeking a knowledgeable, values-led Responsible Individual (RI) who can provide strong governance and regulatory oversight in line with The Children’s Homes (England) Regulations 2015 and the Quality Standards—both through registration and beyond.
Pre-Registration Deliverables (A* Deliverables-Based Fee would be paid*)
The RI will be expected to complete and sign off agreed deliverables to support a robust, compliant registration submission. Deliverables are likely to include:
A) Governance & Registration Readiness
- Confirm and document the RI governance arrangements (oversight structure, reporting lines, decision-making process).
- Provide strategic input into the home’s operating model to ensure alignment with the Quality Standards.
- Establish an initial Quality Assurance (QA) framework for pre-opening (audit approach, action tracking, key compliance checks).
B) Policy & Documentation Review (Consultant Drafted)
- Read, quality check, and sign off key policies drafted by the consultant (ensuring they are fit for purpose, internally consistent, and aligned to the Regulations and Quality Standards).
- Provide written feedback/edits where needed and confirm final approval for submission use.
(Examples of policy areas commonly reviewed: safeguarding/child protection, behaviour support, missing from care, restraints/positive behaviour support, complaints, safer recruitment, allegations, whistleblowing, medication, health, fire safety, incident management, staff supervision, and training.)
C) SC2 & Suitability
- Provide RI input to the SC2 process, including:
- Reviewing and confirming details required for the SC2 application (as applicable).
- Ensuring suitability evidence is available and organised (identity checks, references, declarations, and required information).
- Reviewing and signing off the completed SC2 content prior to submission (where the RI is the applicant/signatory).
D) Statement of Purpose & Core Quality Standards Alignment
- Review and sign off the Statement of Purpose, ensuring it accurately reflects:
- The needs the home will meet
- The therapeutic/trauma-informed approach
- Staffing structure and safeguarding arrangements
- Daily routines, education/health access, and outcomes focus
- Ensure key registration documents are consistent with the Statement of Purpose and Quality Standards.
E) Registration Submission Support
- Participate in key registration check-ins (virtual or on-site) to ensure deadlines are met.
- Provide final pre-submission readiness sign-off (a short written confirmation that key governance/compliance documents have been reviewed and are fit for submission).
F) Pre-Opening Safeguarding & Operational Setup
- Review safeguarding escalation pathways and ensure they are realistic and embedded.
- Provide oversight input to safer recruitment readiness (process checks, RM recruitment support if needed, and compliance oversight).
Key Responsibilities (Ongoing / Post-Registration)
- Maintain RI-level oversight to ensure compliance with the Children’s Homes Regulations 2015 and Quality Standards.
- Provide governance, support, and professional challenge to the Registered Manager to ensure constant inspection readiness.
- Oversee improvement planning following audits, feedback, and inspections.
Quality Assurance & Monitoring
- Lead/oversee a strong QA programme (audits, action plans, trend analysis, learning loops).
- Review internal monitoring and ensure service improvement is continuous and evidenced.
Safeguarding Leadership
- Provide strategic safeguarding oversight and monitor themes, trends, and learning.
- Ensure safeguarding practice aligns with statutory guidance and local procedures.
Workforce Support & Development
- Support safer recruitment oversight and leadership development.
- Promote reflective supervision and strong management practice across the service.
Person Specification Essential
- Experience as a Responsible Individual and/or senior operational leader in children’s residential care.
- Strong knowledge of the Children’s Homes Regulations 2015, Quality Standards, and Ofsted expectations.
- Evidence of achieving or supporting services to reach Good/Outstanding standards.
- Strong safeguarding governance and risk management experience.
- Confident leadership: ability to support, coach, and challenge effectively.
- Level 5 Diploma in Leadership & Management for Residential Childcare (or equivalent).
Desirable
- Experience with therapeutic approaches (PACE, DDP, Secure Base).
- Experience in service development, commissioning, or compliance.
- Understanding of operational/financial management in regulated services.
