Responsibilities: The Engineering Manager will be accountable for all aspects of engineering associated with delivering the WWHAR throughout the entire project lifecycle, from detailed design through to handover (to NCC and NH). Working directly under the Project Director as part of the Senior Management Team, you will:
lead the detailed design to ensure design is delivered by the design teams, on time and to a high right first time standard, so designs can be approved by the relevant stakeholders without iteration, and in conjunction with the Construction Manager ensure said design is suitable for construction and that will be adopted by the asset owners.
provide technical leadership and manage site engineering activities to ensure all elements are delivered safely, to the required quality, on time and within budget, all in line with the scheme design and associated highway specifications and in compliance with planning constraints.
align the designer and sub-contracted contractor designed elements.
Further develop the groundwater strategy to enable consents to be granted and works to be constructed
lead a team comprising technical leads for managing design compliance and change, temporary works coordination and design, digital modelling and information management (BIM), materials management, quality assurance and handover.
work alongside the site delivery and supervisory team and other disciplines - SHE, Stakeholder, Commercial etc.
engage with the client team, including the Technical Advisor, NEC Supervisor as well as stakeholders from National Highways to foster good relationships and enable successful handover of the scheme into operation and maintenance.
ensure all elements are delivered safely, to the required quality, all in line with the scheme design and associated specifications and in compliance with the planning conditions, environmental and stakeholder constraints.
Provide technical engineering leadership and for all aspects of delivery.
Ensure all works are carried out in accordance with the design information, planning constraints, relevant technical specifications and Costain Way guidance.
Put safety above all else and lead by example, for example by ensuring temporary works are correctly designed, checked and implemented.
Promote a Right First-Time approach to quality to avoid rework.
Manage a team of technical design management, engineering and quality assurance staff, including TWC, lifting AP and electrical AP.
Collaborate with other members of the project leadership team to ensure safe, efficient design, delivery and handover
Provide planning and procurement support where required.
Knowledge Skills and Experience
Essential:
Extensive experience in construction delivery with a note worthy proportion spent in management position (e.g. Agent/Senior Agent)
Knowledge and experience of relevant design solutions and standards (Specification for Highways Works), common highways construction techniques and related procedures
Experience of working within a Principal Designer and Principal Contractor environment (i.e. where Costain undertakes these roles)
Knowledge and experience of Temporary Works procedures
Desirable:
Understanding of National Highways’ handover processes
Local authority and SRN environment design/construction experience
Experience of gaining and discharging consents from Statutory Environmental Bodies
Experience of gaining design approvals from relevant authorities and discharge of planning conditions
Knowledge of pavement design and stabilisation
