Job summary

The Infected Blood Compensation Authority (IBCA) is a new arms-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Successful applicants will join the Civil Service Pension Scheme.

Please note that the mission of IBCA means that it is likely to be fully operational for a period of approximately up to 5 years, after which IBCA will become a smaller residual service. When IBCAs work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

Job description

IBCAs Asset and Configuration Manager will be responsible for the end-to-end lifecycle management of all Service and IT assets (hardware, software, licenses, warranties)) and the scoping, creation and maintenance of the Configuration Management System. This role ensures that IBCA has an accurate, reliable view of the Service/IT infrastructure and its components and relationships, enabling informed decision-making, risk mitigation, cost optimisation and seamless service delivery aligned with ITIL 4/5 best practices.

Configuration Management (SACM)

Define, implement, and maintain the Configuration Management Plan and supporting processes.
Manage the Configuration Management Database (CMDB), ensuring all Configuration Items (CIs) are identified, accounted for, and tracked.
Map and maintain complex service dependencies to support Change, Incident, and Problem Management.
Work with supplier partners to map dependencies and relationships across cross organisational services.
Manage configuration management for the organisation, ensuring value for the business and adherence to company policies.

Asset Lifecycle Management

Oversee the full lifecycle of hardware and software assets, from procurement and deployment to decommissioning and disposal.
Manage the Software Asset Management (SAM) program to ensure license compliance and optimise spend.
Work across teams and directorates to ensure processes are aligned
Maintain a centralised Asset Register and ensure integration with financial and procurement systems.
Ensure that changes to assets are recorded and controlled appropriately via the Change management processes.

Governance & Compliance

Establish and enforce policies for asset tagging, naming conventions, and status accounting.
Ensure the organisation meets regulatory and contractual requirements regarding data privacy and hardware disposal (e.g., GDPR, WEEE).
Provide reporting and KPIs on asset utilisation, age, and compliance risks.
Advocate organisational commitment to asset management and control
Perform regular audits and reconciliations to ensure the "source of truth" matches the live environment.
Manage Asset and Configuration Management policy and process compliance and risk

Person specification

Essential Criteria

ITIL Expertise (ITIL v3 or ITIL 4). Qualified to Foundation certification is essential; next level qualifications such as Managing Professional (MP) or Specialist are highly preferred.
Advanced experience with ITSM platforms such as FreshService or ServiceNow. Experience of managing the CMDB and CMS integrations within ITSM toolsets.
Detailed experience of Discovery Tools including experience in automated discovery tools to populate the CMDB.
Strong ability to manipulate large datasets in Excel or Power BI to identify discrepancies and trends.
Experience in creating policy and process documentation and tailor deliver and communication to a variety of stakeholder audiences.
Strong communications and influencing skills to ensure effective stakeholder management, with the ability to effectively communicate across all seniority levels and hierarchies. Ability to influence technical teams to follow administrative processes and update records.
Ability to explain complex or technical information in a simple, clear, and professional manner to non-technical stakeholders.
Accuracy in managing detailed information, with strong attention to detail and logical and analytical thinking.
A proven track record of meeting deadlines and following through on commitments.

A continuous improvement and process improvement mindset with a proactive approach to identifying bottlenecks in the asset lifecycle and automating manual tasks.
Strategic thinking and demonstration of an understanding of how a single CI failure impacts the broader business service.
A proactive attitude toward acquiring new skills, particularly regarding technical systems and service frameworks.
Ability to adapt to changing priorities or processes within a fast-paced environment.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
