Job summary

The Public Sector Fraud Authority (PSFA) is the UK governments Centre of Expertise for the management of fraud and associated error against the public sector. It leads the Governments Counter Fraud Function, which brings together the c.16,000 people who work in ministerial departments and public bodies to fight fraud.

The PSFA sits at the heart of government, reporting to HM Treasury and the Cabinet Office; sharing best practice across the public sector including devolved administrations and local governments.

Our Mission is to:

Modernise the fraud and error response by widening access and use of leading practices, tools and technology - better protecting taxpayers money.
Build expert-led services that collaborate with experts in Departments and Public Bodies to better fight fraud and error through risk, prevention, data and enforcement techniques.
Develop capability in the public sector to find, prevent and respond to fraud and error - both organisationally and individually.
Put performance at the heart of the public sector fraud conversation - focusing on investments and outcomes.

The PSFA oversees, develops and operates the Government Counter Fraud Profession (GCFP). The GCFP builds pathways for counter fraud talent development across government. The GCFP team works with cross-sector experts to build training where there are identified gaps. It has established the GCFP Centre of Learning to deliver against the PSFA mandate for the GCFP learning delivery.

Government Counter Fraud Profession (GCFP)

The Government Counter Fraud Profession comprises more than 9,000 members drawn from around 85 public bodies working to fight fraud across the public sector. The GCFP brings together individual and organisational learning from across the public sector, enabling us to take our next steps in the fight against the constant threat of fraud.

The establishment of the GCFP and continued investment in counter fraud resources demonstrates the Governments commitment to finding and dealing with fraud across the public sector.

The Profession sets out to tackle fraud head on by committing to invest in this group of highly skilled people, who are at the forefront of protecting public services and fighting economic crime. By providing the standards, guidance and tools for GCFP members to develop their knowledge, skills and experience, we will not only ensure public sector organisations benefit from a common understanding of the skills needed to counter fraud, but also recognise those professionals who lead the fight.

Through the empowerment of its members, throughout their careers, the community created around the GCFP will continue to grow and develop, to protect public services and fight economic crime.

Job description:

As GCFP Learning and Development Lead we are looking for an ambitious capability specialist who is equally comfortable delivering innovative training and assuring the quality of training delivered by third parties. You should be passionate about learning and development and improving the management of fraud in the public sector. You should share our desire to take innovative approaches to learning & development in new professional disciplines. You will be able to work across multiple organisations, both within the public sector and beyond and engage with stakeholders at a range of maturity levels with confidence. The role also includes working with a small team of counter fraud subject matter experts, management of a budget and contracts (e.g. for consultancy services).

Key deliverables and responsibilities of these posts will include:

Promoting and overseeing the development of a strategic learning approach for all areas of the Government Counter Fraud Profession.
Lead and facilitate the delivery of capability programmes, alongside experienced subject matter experts in counter fraud, including in person delivery.
Designing and implementing new processes to provide quality mark assurance of external training provision through third parties and/or awarding bodies.
Lead the GCFPs interaction with the wider Government Counter Fraud Function regarding learning & development activity, including working closely with other parts of the PSFA, the wider public and private sectors to understand future learning requirements.
Working closely with the GCFP Board to enhance counter fraud capability across the public sector, including the development and implementation of new policies, assurance frameworks, learning pathways and continual professional development processes to meet GCFP standards.
Providing specialist input into learning and development content to increase capability in counter fraud, including how prospective members can enter the GCFP as a result of training and/or meeting bespoke criteria.
The ability to lead and influence others as a learning and development expert, and extensive experience of developing learning products.
Strong project management skills and policy development skills, in a learning environment.
Management of a budget and contracts (e.g. for consultancy services).
Working directly with senior leaders (e.g. SCS level and above) and senior external experts to shape and improve learning products.
The role may include line management of staff, including remotely.
Duties within the scope of the grade and within the limits of their skill, competence and training.
Travel, as required, to other locations in the United Kingdom including the PSFA locations (currently Glasgow, London, Newcastle, York and Manchester) and learning delivery sites (e.g. Cranfield University).

Person specification

Essential Criteria

Extensive experience of developing and delivering learning products (lead)
The ability to lead and influence others as a learning and development specialist, supporting and facilitating learning programme delivery.
Experience within a capability environment and hold (or be willing to work towards) a Level 4 learning and/or assessment-related qualification.
Experience of working in a counter fraud, economic crime or anti bribery & corruption environment, as a practitioner or learning expert.
Strong organisational skills and experience of strategy development in a learning environment.
Excellent stakeholder management skills, with experience of engaging across a variety of sectors including commercial partners.
Experience of working directly with senior leaders (e.g. SCS level and above) in a learning and development context.
Experience of working with bespoke Learning and Development software (e.g. Aula, Futurelearn or similar).
Experience of assuring the quality of training delivered by third parties.

Desirable Criteria

Designing new Quality Assurance processes for training provision
Understanding how Generative AI is impacting learning and development activity.
Extensive knowledge of the Government Counter Fraud Function/Profession.
Experience of innovating with private and public sector partners to deliver wholly new learning approaches

Additional information:

Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.

Selection process details

This vacancy is using Success Profiles , and will assess your Ability, Experience and Technical skills.

After submission of the first stage of your application you will be invited to complete a Civil Service Verbal Test. If you successfully pass the test, you will be invited to complete the final stage of the application.
