Responsibilities of Strategic Commissioning and System Development Lead

Lead strategic commissioning and system development across one or more Adult or Children's Services commissioning portfolios.

Develop and implement integrated commissioning strategies aligned to local priorities, statutory duties and partnership objectives.

Lead the design, transformation and continuous improvement of services that promote independence, wellbeing and positive outcomes for residents.

Develop commissioning plans, business cases and service specifications informed by legislation, evidence, market intelligence and population need.

Manage complex transformation programmes, procurements and service redesign projects from inception through implementation.

Work collaboratively with Council services, NHS partners, Integrated Care Boards (ICBs), providers, residents and voluntary sector organisations to co-produce high-quality services.

Provide strategic financial oversight, supporting budget planning, investment decisions and value-for-money initiatives across commissioned services.

Monitor service performance, quality and contract compliance, implementing improvement plans where required.

Analyse performance data, demographic trends and market intelligence to identify future demand, service gaps and commissioning opportunities.

Build and maintain productive relationships with providers, facilitating provider forums and supporting market sustainability and innovation.

Lead stakeholder engagement activities, ensuring the voices of residents, carers and service users influence commissioning decisions.

Ensure commissioned services comply with relevant legislation, safeguarding requirements, quality standards and governance frameworks.

Support the development of innovative models of care through collaborative working, co-production and continuous learning.

Lead and develop commissioning staff, providing effective leadership, coaching, performance management and professional development.

Prepare reports, strategic briefings and presentations for senior leadership, elected Members, partnership boards and governance groups.

Deputise for senior commissioning leaders where required and contribute to wider organisational priorities.
Skills and Background for Strategic Commissioning and System Development Lead Role
We are looking for an accomplished Strategic Commissioning and System Development Lead with significant experience of commissioning, service transformation and partnership working across health, social care or local government.
The successful Strategic Commissioning and System Development Lead will demonstrate:

Degree-level qualification or equivalent professional qualification, management experience or substantial relevant experience gained through practice.

Significant senior-level experience within health, social care, local government or integrated commissioning environments.

Extensive knowledge of integrated commissioning, service redesign, market development, contract management and strategic commissioning methodologies.

Strong understanding of relevant legislation and statutory guidance, including the Care Act 2014, Health and Care Act 2022, Children Act 1989, Children and Families legislation, Mental Health Act and safeguarding responsibilities.

Proven experience leading complex transformation programmes, service redesign and organisational change.

Strong financial and commercial awareness, including budget management, business case development and achieving value for money.

Excellent analytical skills with the ability to interpret complex qualitative and quantitative data, identify trends and inform strategic decision-making.

Experience developing sustainable provider markets, strengthening partnerships and improving service quality through effective contract and performance management.

Outstanding communication, negotiation and influencing skills, with the ability to engage confidently with senior leaders, elected Members, NHS partners, providers and residents.
