Technical accountant provides support and comprehensive professional accountancy and technical financial advisory services and guidance including the full financial cycle of budget planning, budget monitoring and closing the accounts at the end of the financial year, including the preparation, completion and submission of financial returns.

Co-ordinate the execution of budgetary control and monitoring by services and provide budgetary and financial advice to budget holders in relation to technical accounting issues including VAT, grants accounting and financial reconciliations.
Ensuring regular reconciliation of all balance sheet control and suspense accounts, liaising with colleagues to resolve issues in the timely manner. Circulate data across the finance team for monthly monitoring and help to resolve issues which arise to ensure a smoother closedown process.
Maintain a register of all grants and undertake regular reconciliation to the general. Support the Senior Finance Business Partner (Chief Accountant) in review and assessing the appropriate accounting treatment for grants.
Support the production of the council’s statement of accounts in accordance with the appropriate accounting standards to agreed deadlines.
Provide calculations & notes to the accounts required to support the Senior Finance Business Partner (Chief Accountant) in the production of the Statement of Accounts in areas including grants, collection fund, reserves and pensions accounting. • Provide full co-operation & assistance to auditors during the audit period and adhere to deadlines provided.
Support the Senior Finance Business Partner (Chief Accountant) by preparing the monthly VAT returns and annual partial tax exemption calculation. Liaise with the council’s external taxation advisors as required and prepare guidance documentation for service managers.
Review the financial aspects and implications of decision-making reports prepared by heads of service and directors in relation to financial matters and make recommendations to/advise the Senior Finance Business Partner (Chief Accountant). Support the Senior Finance Business Partner (Chief Accountant) by undertaking research into, and examination of, financial aspects of new and proposed legislation and the development of international financial reporting standards.
Line-manage assigned staff, providing regular supervision, appraisal, and personal development planning.
Contribute to the team planning and monitoring process and deputise for the Senior Finance Business Partner (Chief Accountant) or Senior Technical Accountant as necessary.
On a rota basis manage and operate the Council's cashflow and prepare daily cash flow sheets for authorisation by the Senior Finance Business Partner (Chief Accountant)/Senior Technical Accountant (or other delegated officers).
Maintain the database of the historic and rolling cashflows of the Council's money with one year’s forward projection, incorporating information on investment maturities, payments to suppliers, debt repayments and taxation and grant income. Work with finance colleagues to refine and update the cash flow forecasts for capital spend and financing of the council’s wholly owned companies.
