Job summary

The mission of the Circular Economy is to maximise and preserve the value of the Earths resources for society, the environment, and the economy by ending the throwaway model and accelerating the transition to a circular economy. This supports sustainable economic growth by stimulating investment and innovation, strengthening trade, and reducing the cost of living, while ensuring resources are used efficiently and responsibly.

Delivery of this mission is focused on five priority areas: reforming plastics and packaging to reduce waste and improve recyclability; driving circular economy growth across key sectors including agrifood, textiles, batteries, transport, and electricals; improving waste and recycling infrastructure and performance through simpler, more effective systems; tackling waste crime, litter, and fly-tipping through stronger enforcement and digital waste tracking; and supporting circular cities and investment to enable place-based action and long-term economic and environmental value.

As a Project Support Officer, you will support the delivery of these priorities by translating strategic policy objectives into effective programmes and projects. You will plan, coordinate, and manage delivery across multiple workstreams, providing clear governance, strong stakeholder engagement, and proactive management of risks, dependencies, and change. Through disciplined project control and clear communication, you will help ensure reforms are delivered on time, to a high standard, and in a way that maximises environmental, economic, and societal value.

Job description

The PSO will be responsible for:

Planning and scheduling: Implement and maintain systems for effective planning and scheduling.
Monitoring and Reporting: Establishes and maintains project controls, keeping the project manager informed of the project status. Prepares project performance reports, presents statistics, and researches new information.
Admin: Ensure organisational tasks are completed efficiently. Manage and monitor project compliance with departmental policies and procedures.
Resources: Leads a team responsible for identifying, developing, and deploying resources. Manages workforce planning and provides information for the project manager's decision-making. Procures supplies and services related to project support within delegated financial authority limits.
Stakeholder Management: Manages professional relationships with a wide range of internal and external stakeholders, and serves as the lead contact for some external parties.
Financial Control: Monitors project spending and assists in compiling budgets and developing the business case. Ensures an accurate asset register is maintained.
Risks and issues: Manages potential risk areas, working with risk managers and escalating issues when necessary.
Digital and data: Collects and shares data in line with data standards. Uses data analytics and digital tools to compile and present project information that aids in monitoring progress and identifying potential issues.

Person specification

Essential Criteria

Experience of working in a large or medium complexity project team or work stream lead for a small low complex project with working knowledge of project delivery methodologies and frameworks.

Working knowledge of planning, scheduling, budget management, resource management, risk and issue management and quality management in a project or programme environment, or appropriate skills that have been gathered in a non-project environment.
Working knowledge of governance, assurance, requirements management and change control in a project or programme environment or appropriate skills that have been gathered in a non-project environment.
Awareness of business case development, commercial and procurement processes, and asset allocation.
Ability to work independently in a fast-paced environment with multiple tasks.
Strong interpersonal skills with the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries with the ability to influence and challenge effectively.
Experience using Microsoft Office applications, specifically Outlook, Word, Excel, and PowerPoint.

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert.

The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

Where the location is National the successful appointee should discuss and agree an appropriate contractual location in line with both Defras location policy and site capacity, prior to proceeding with pre-employment processes.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.
