The Lead Building Management Systems & Automation (BMS) Officer will play a pivotal role in transforming building performance across the Council’s estate. By leveraging system data, optimising control strategies, and proactively identifying inefficiencies, you will drive measurable improvements in both existing assets and new developments. Your work will ensure that systems operate at peak efficiency throughout their lifecycle, delivering smarter and more sustainable buildings.
You will lead the development and enhancement of BMS specifications, standards, and strategies, building on PKC’s existing platforms and documentation to create a consistent, high-performing approach to building control. This role is central to PKC’s journey to Net Zero and achieving ambitious energy reduction targets.
As a leader, you will manage and inspire a team of four engineers, ranging from trainee to project officer level. You will play a crucial role in developing in-house expertise—mentoring staff in BMS software, controls logic, and coding practices. Building on PKC’s success in IES VE modelling, you will help create a strong pipeline of skilled engineers, strengthening organisational resilience, reducing reliance on external contractors, and future-proofing the service

We are seeking a highly experienced and motivated professional with a passion for energy reduction and sustainable building performance. You will bring significant expertise in Building Management Systems (BMS), supported by over 10 years’ experience within the industry.
Key requirements include:
- Extensive experience (10+ years) working within the BMS sector, with a proven track record of delivering optimisation and performance improvements.
- In-depth technical knowledge of Siemens BMS products, with professional proficiency in Xworks, ABT, and Desigo CC platforms.
- Strong leadership and management experience, with the ability to lead, develop, and inspire a team of professionals in current or previous roles.
- Demonstrable experience working within a local authority or public sector environment, with an understanding of the associated challenges and governance.
- Excellent communication skills, with the ability to convey complex technical information clearly to a wide range of stakeholders.
- Proven ability to perform effectively under pressure, manage competing priorities, and meet tight deadlines.
- Solid understanding of key communication protocols, including BACnet, Modbus, KNX, and LoRaWAN.
- Ability to interpret and interrogate mechanical and electrical specifications, drawings, schematics and design packages with confidence and accuracy.
- Experience in remotely managing BMS infrastructure across large, multi-site estates (80+ sites), ensuring reliability, performance, and security.
This role requires a proactive, solutions-focused individual who can combine technical expertise with leadership capability to drive innovation and continuous improvement across the Council’s estate.
HNC in Engineering
You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
