As a Senior Civil Enforcement Officer at Luton Borough Council, you will play a key role in leading and supporting a team of Civil Enforcement Officers to deliver an effective, high-quality parking enforcement service. You will ensure that all enforcement activity is carried out in line with relevant legislation, statutory requirements, and local policies and procedures.
You will be responsible for planning and allocating daily duties, including the preparation of rotas, and ensuring appropriate supervision of staff in relation to the issuing, recording, and submission of Penalty Charge Notices (PCNs). A key part of the role includes delivering daily briefings and tasking to a uniformed team of Neighbourhood Enforcement staff, promoting consistency, professionalism, and adherence to expected standards of conduct and presentation.
You will ensure that all team members are appropriately trained and supported, including the completion of mandatory Civil Enforcement Officer training such as initial training, V&A, and PST programmes. You will also ensure ongoing development needs are identified and addressed in line with service requirements, whilst maintaining full compliance with Health and Safety standards.
The role requires you to ensure that all staff receive their required PPA in accordance with Council policies and procedures, and that data protection and security standards are strictly followed, particularly in relation to the daily upload and download of handheld devices and body worn cameras.
You will be responsible for ensuring that defects relating to parking infrastructure, including signage, road markings, and pay and display machines, are promptly reported to the relevant service areas for appropriate action.
Working collaboratively with the Parking Processing and Representation team and other internal and external partners, you will help to assess and implement special arrangements and exemptions in line with local policy. You will also maintain effective communication with this team to ensure accurate sharing of information relating to parking contraventions, PCNs, and related enquiries.
In addition, you will maintain accurate records of all specialist equipment used by the team, ensuring availability, functionality, and timely reporting of any faults or breakdowns to the Team Leader.

You will have demonstrable experience working within a Parking Enforcement environment, both on-street and off-street, with a solid understanding of operational requirements and service expectations.
You will be confident in dealing with members of the public in a calm, professional and tactful manner, both face to face and over the telephone. This will include effectively managing and de-escalating situations involving customers who may be angry, upset or challenging, while working towards appropriate resolutions.
You will be decisive and able to exercise sound judgement within established procedures and guidelines, with a strong ability to investigate issues, establish facts, and take appropriate action within defined frameworks.
You will have experience in analysing and interpreting data, with the ability to produce clear and meaningful reports to support service delivery and performance monitoring.
You will be comfortable working both independently and as part of a team, demonstrating flexibility and reliability in your approach to work.
Strong IT skills are essential, with demonstrable experience using PC-based applications such as Microsoft Word, Excel, Access, or equivalent systems to maintain accurate records, manage data, and produce documentation.
You will have a good understanding of equalities issues and relevant legislation, with the ability to apply equality principles in service delivery, planning, and employment practices.
A sound knowledge of Civil Enforcement areas, parking legislation, technical systems, Blue Badge regulations, and relevant Codes of Practice and Statutory Guidance is required.
You will hold a City & Guilds Level 3 qualification in Parking Enforcement Operations or be able to demonstrate equivalent relevant experience.
The role requires flexibility, including the ability to work unsociable hours, weekends, and outdoors in all weather conditions. You must also be physically able to walk and stand for extended periods of up to 8 hours per day.
In addition, you will be required to attend appeal hearings and court proceedings when necessary, providing support to both the service and your colleagues.
