Your next role

You will lead on:

Independence and Enablement – transitioning this from a pilot to a scaled-up sustainable approach to increasing the independence of working age adults, working with Children’s social care, bridge to adulthood team, our adults learning disabilities team and our adults mental health teams.
Older People care homes – The council owns two properties being operated as care homes by external providers. We need you to lead on shaping the strategic intent for the future of these homes to maximise the benefit to the council from an Adult Social Care perspective, whilst working collaboratively with property colleagues to ensure that it also meets property requirements. You will lead the commissioning and procurement process from start to finish, including taking a key decision on strategic direction through cabinet. This could be an incredibly significant and strategic contract; with opportunities to explore such as a contract length of over 50 years, requiring capital investment in the existing properties to increase the bed capacity and longevity of the homes, requiring a move to dual registration (residential and nursing) and requiring discounts and/or a mixture of block bed arrangements and/or first-refusal arrangements.

In this role you need to be able to work at a strategic level, whilst also getting hands-on with the doing and detailed delivery – no job is too big or small, the focus is on achieving the right outcomes. You will have access to specialist procurement and legal advice to support you but you will need to be able to lead on the end-to-end procurement activities as well as the commissioning.

The team operates a hybrid working model, you will need to be able to be in Swindon as and when the delivery of the commissioning activity requires it, this is likely to be a minimum of 2 days a week.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).

You will be subject to an enhanced Disclosure and Barring Service Check.
