This is an exciting time to join Rotherham and our Property and Facilities Services Team.
We are going through a period of improvement and re-establishment - strengthening how we manage our estate, embedding the Corporate Landlord Model, and putting in place the foundations for a more strategic, data-led approach to asset management.
At the centre of this is a major step-change in how we understand and use our property data. We are implementing a new asset data system that will give us, for the first time, a clear, consistent and trusted picture of our estate. This will directly inform decision making, investment planning and the future shape of our portfolio.
This role will play a leading part in that transformation.
About the role
As Service Manager for Asset Data and Accommodation, you will lead the development of the Council’s approach to asset intelligence, space planning and accommodation strategy.
You will be responsible for ensuring that our asset data systems, processes and tools are robust, reliable and aligned to corporate objectives - supporting everything from compliance and valuation through to strategic decision making and investment planning.
You will play a key role in developing the Council’s Asset Management Plan and supporting services to develop their own Service Asset Management Plans - ensuring these are aligned to wider Council priorities and outcomes.
Alongside this, you will lead how we plan and use our operational estate - working with services to understand need and demand, challenge existing use, and drive more efficient and effective use of space.
You will also:

Lead the review and improvement of asset data systems to ensure high-quality, usable information to support decision making
- Oversee the development and maintenance of the Council’s asset register, including condition, cost, income and compliance data
- Support a clear understanding of the Council’s estate through portfolio review and survey activity
- Develop and implement strategies to optimise the use of accommodation and operational buildings
- Lead the development of a virtual / matrix PMO approach for accommodation and space-related projects
- Work across services and with partners to align asset use with service delivery and community outcomes.
This is both a strategic and delivery focused role setting direction, but also ensuring that systems, processes and plans are in place and working.
What we’re looking for
We are looking for someone who can lead change and bring structure, clarity and confidence to asset management.
You will bring:

Significant experience in asset management, property data, or a related field, at a senior level
- Experience of developing and managing asset data systems that inform decision making and strategy
- A strong track record in strategic planning, service delivery and managing change
- Experience of working across services and with multiple stakeholders to deliver outcomes
- Strong commercial awareness, with the ability to balance cost, risk and value for money
- Excellent communication skills and the ability to operate at a senior level.
You will be comfortable operating in a complex environment, able to analyse data, challenge current approaches and drive better outcomes for the Council.
