Shape the future of digital services in Rotherham
Rotherham Council’s Digital Services team is expanding, and we are looking for skilled, motivated people to help deliver modern, secure and user-centred technology across the organisation. These roles offer the opportunity to contribute to meaningful digital change — from project delivery, business analysis and adoption through to infrastructure, cyber security, networks, Microsoft 365, Power Platform, data migration and application development.

All of the roles will be based within Rotherham Council’s Digital Services team in Riverside House, Rotherham. Flexible and hybrid working arrangements are available, subject to the requirements of each role and the Council’s working location policy. Some roles may require attendance at Council sites, participation in out-of-hours arrangements or support for operational service needs.
Projects and Programmes Team
Projects and Programmes translate corporate priorities into a managed digital portfolio, ensuring activity is prioritised, governed and focused on measurable outcomes. The function provides portfolio oversight, project delivery, business analysis and change support, helping services shape digital opportunities, manage risk and realise benefits.
Roles within the Digital Services Projects and Programmes team:
Post 1: ICT Senior Principal Officer (Project Manager), Salary Range £42,839 - £46,142, pay award pending, (Band J)
This role will manage ICT projects and change activity, working with stakeholders, suppliers and technical teams to define work packages, coordinate delivery, report progress, manage risks and issues, and ensure projects are documented and handed over effectively into support.
Post 2: Digital Adoption and Change Officer, Salary Range £35,412 - £38,220, pay award pending, (Band H)
This role will support colleagues across the Council to use digital tools confidently, improve day-to-day working practices and adopt new ways of working. It will focus on Microsoft 365, Teams, SharePoint, Power Platform, automation, AI and Copilot, helping services understand opportunities, manage risks and embed practical change.
Infrastructure and Architecture Team
Infrastructure and Architecture design, delivers and manages the Council’s core technology platforms, ensuring they are secure, resilient and capable of supporting modern digital services. The function provides technical standards, architecture, operational support and specialist expertise across infrastructure, networks, storage, cyber security, cloud, Microsoft 365, identity, telephony and solution design.

Post 3: Lead Principal Officer (Infrastructure), Salary Range £47,181 - £50,269, pay award pending, (Band K)
This senior role will manage and deliver technology-enabled change, support major ICT initiatives and help ensure the Council has high-quality, secure and reliable infrastructure services. It includes managing staff directly and through matrix arrangements, driving service improvement and applying strong technical knowledge across one or more infrastructure areas.
Post 4: Cyber Security Manager, Salary Range £47,181 - £50,269, pay award pending, (Band K)
This role will manage the Council’s cyber security operations, including monitoring, threat detection, incident response, vulnerability management, security tooling, risk-based remediation and compliance with standards such as PSN, CAF, NCSC guidance and ISO 27001. It will also help build a strong security culture across ICT, projects and services.
Post 5: Cyber Security Analyst, Salary Range £42,839 - £46,142, pay award pending, (Band J)
This role will provide advanced cyber security analysis, investigating incidents, assessing threats and vulnerabilities, supporting audits and major incident response, and translating complex risk and intelligence into practical controls, evidence and recommendations.
Post 6: ICT Senior Principal Officer (Infrastructure), Salary Range £42,839 - £46,142, pay award pending, (Band J)
This role will provide specialist technical and professional support across core ICT infrastructure, including servers, cloud platforms, networks, end-user devices and Microsoft 365. It will support secure, resilient services, deliver assigned projects and improvements, and contribute to infrastructure design, standards, procurement, supplier engagement and operational support.
Post 7: ICT Senior Principal Officer (Microsoft Office 365), Salary Range £42,839 - £46,142, pay award pending, (Band J)
This role will provide technical ownership and improvement of Microsoft 365, Azure and identity services, including Exchange, Teams, SharePoint, OneDrive, Entra ID, Active Directory and hybrid identity. It will design secure cloud and identity solutions, advise services and support projects, governance, compliance, supplier management and cost optimisation.
Post 8 and Post 9: ICT Senior Officer (Networks) x2 Salary Range £35,412 - £38,220, pay award pending, (Band H)
These roles will deliver and support the Council’s LAN, WAN, Wi-Fi and connectivity services, providing technical support, troubleshooting, administration, monitoring and improvement across routing, switching, firewalls, remote access and network security. They will also support network projects, site deployments and service resilience.
Post 10: ICT Senior Officer (Telephony), Salary Range £35,412 - £38,220, pay award pending, (Band H)
This role will deliver and support the Council’s telephony services, including voice platforms, call handling, voicemail, contact centre functionality and integrations with corporate systems. It will troubleshoot incidents, maintain service quality, work closely with infrastructure and network teams, and support telephony upgrades, migrations and improvements.
Business Application Support (Corporate) Team
Business Application Support manages the Council’s corporate applications, SQL Server estate, reporting and Microsoft Power Platform environment. The function provides specialist support, development and governance across applications, data, reporting, automation, GIS and low-code solutions, ensuring services have secure, reliable and supportable systems that improve processes and outcomes.
Post 11: ICT Senior Principal Officer (Microsoft Power Platform/O365), Salary Range £42,839 - £46,142, pay award pending, (Band J)
This role will design and deliver secure, scalable digital solutions using Microsoft Power Platform and Microsoft 365, with a strong focus on Power Automate, Power Apps and integrations with corporate systems. It will work with services to streamline processes, reduce manual effort, support innovation and ensure solutions are governed, embedded and deliver measurable benefits.
Post 12: ICT Senior Principal Officer (Data Migration), Salary Range £42,839 - £46,142, pay award pending, (Band J)
This role will support data migration and integration activity for new, upgraded or replacement business applications. It will work with services, suppliers and technical teams to define requirements, map and cleanse data, build and test ETL processes, validate and reconcile migrated data, manage exceptions and provide evidence to support assurance, cutover and go-live decisions.
Post 13: ICT Senior Principal Officer, Salary Range £42,839 - £46,142, pay award pending, (Band J)
This role will design, develop, test and maintain business applications and digital solutions, working with services, developers, technical specialists and suppliers to turn requirements into secure, supportable solutions. It will contribute across the software development lifecycle using technologies such as C#, SQL, JavaScript, APIs, integrations, SQL Server, SSIS and SSRS.
Post 14: Business Analyst, ICT Principal Officer, Salary Range £39,152 - £41,771, pay award pending, (Band I)
This role will work with Council services to understand processes, identify improvements and shape more efficient ways of working, with Microsoft Power Platform and automation as key enablers. It will capture requirements, map current and future processes, support business cases, adoption and benefits realisation, and help ensure digital change is practical, understood and embedded..
