In this hands‑on role, you’ll help keep things running smoothly by supporting day‑to‑day activities, working with data, helping organise reports, and getting involved in exciting projects that shape local services. You’ll build valuable skills in organisation, communication, and problem‑solving while learning how a professional team works behind the scenes.

You won’t just be watching from the sidelines – you’ll play an active part in planning projects, organising meetings, tracking progress, and working with colleagues and partners. It’s a great chance to get real experience, grow your confidence, and see the impact of your work first-hand.

We’re looking for someone who’s keen to learn, ready to get stuck in, and excited to develop their skills while earning and gaining a recognised qualification. In return, you’ll get support, flexibility, and the opportunity to build a strong foundation for your future career.

Working collaboratively with colleagues, stakeholders and elected Members, the postholder will support the development and delivery of policy across the Highways Service, ensuring alignment with statutory requirements and corporate priorities.

You will help translate policy into clear, practical guidance and contribute to briefings, reports and communications that support informed decision making and consistent service delivery.

This is an excellent opportunity to develop core skills in policy, communication and organisation, while gaining insight into how a local authority operates within a regulated and politically led environment.

About the Team

The Policy, Project and Assurance Team sits at the heart of County Highways, driving the development of clear, robust policy and ensuring services are delivered effectively, transparently and in line with legislative and strategic priorities.

Working across a wide network of stakeholders, including colleagues, partners and elected Members, the team plays a key role in communicating complex information clearly and supporting informed decision making at all levels.

The team plays a pivotal role in shaping and supporting the delivery of key projects and programmes, helping turn strategic ambition into tangible outcomes. Through its assurance function, it promotes a culture of continuous improvement, identifying risks and ensuring high quality, accountable service delivery, all within established governance frameworks.

Key Requirements

No prior experience is required – we’re looking for someone who is enthusiastic about learning new skills, committed to delivering excellent service, and eager to be part of a collaborative team. You’ll be a confident communicator with the ability to organise your workload, manage priorities effectively, and use standard IT applications such as Microsoft Office and email.

Apprenticeship Information

This position is aligned with the Level 3 Business Administrator apprenticeship, delivered by Heart of England Training.

Level 3 Apprenticeship Business Administration - HOET

Upon completion of this apprenticeship, the postholder will progress to a permanent Business Support Officer role.
