WHO WE ARE

How your work would contribute to our organization and the Twin Cities region:

The Business Systems Analyst 2 or 3 (BSA 2/BSA 3) will provide data quality support and analysis for business operations as well as systems administration for HASTUS, iDash and other software used by the department. This position exists to leverage resources to deliver cost effective and reliable transit services. Responsibilities include problem identification, analysis and resolution; supporting software end users; maintaining security and permission structures; assisting with user training; running reports; developing and writing ad hoc queries; testing software patches; tracking and analyzing bus operator staffing information; providing support in the bus and rail operator time and attendance process and bi-weekly payroll generation for approximately 1,500 employees.

This position will be filled as either a BSA 2 or 3 based on qualifications and experience. This position has a flexible/hybrid schedule (in office 2 days per week) and free parking is available onsite.

Full Salary Range:
BSA 2 - Grade G, $39.69 to $64.41 (hourly) or $82,555 to $133,973 (yearly)
BSA 3 - Grade H, $42.90 to $69.63 (hourly) or $89,232 to $144,830 (yearly)

This posting will establish a six (6) month eligibility pool for current and future openings.

What you would do in this job

BSA 2:

Communicates with systems users as the first point of contact regarding system problems and change request; provides support to system users; troubleshoots issues.
Prepares procedures and training documentation; provides training; performs routine procedural audits; identifies areas to be considered for improved efficiency.
Updates and maintains data in systems as well as user access and security settings.
Works with information services staff in the analysis, design, configuration, testing and maintenance of systems.
Performs routine analysis; tests and recommends system solutions; analyzes and troubleshoots routine system problems; documents issues, request, recommendations and changes.
Prepares and delivers reports.
Develops and maintains HASTUS interfaces.
Supports the development and maintenance of iDash, a .NET application.
Perform other related duties.

BSA3:

The BSA 3 level is responsible for all the same requirements for the BSA 2 except that it requires the application of knowledge, skills and abilities to perform tasks that are broader and require problem identification, analysis and resolution.

The BSA 3 is distinguished from the BSA 2 by the need for broader understanding of business systems, greater degree of independent judgment exercised and autonomy and responsibility to perform more complex modifications and configurations within the system. BSA 3 incumbents have a significant role in system analysis, problem identification, and the recommendation/ implementation of solutions to high level management. Positions lead organization-wide teams on system implementation projects and serve as a champion for business process improvements.

What education and experience are required for this job (minimum qualifications)

BSA 2:

Any of the following combinations of progressively responsible experience in management analysis or related experience as a business systems analyst (with significant experience running reports and working with data) AND completed education degree in finance, economics, business administration, management information systems, or related field;

High school diploma/GED and seven (7) years of experience
Associate's degree and five (5) years of experience
Bachelor’s degree or higher and three (3) years of experience

BSA 3:

High school diploma/GED and eight (8) years of experience
Associate's degree and six (6) years of experience
Bachelor’s degree and four (4) years of experience
Master's degree and two (2) years of experience

What additional skills and experience would be helpful in this job (desired qualifications):

Ability to work with different perspectives and cultures and recognizes the value that they bring to an organization.
Experience working with the public transit industry.
Intermediate skills in PowerBI, PowerAps, PowerAutomate, SQL and Report Builder.
Experience developing and writing ad hoc queries.
Experience with providing software user training to end users.
Experience with creating/running reports in Excel or other software.
Experience testing software patches.
Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training.
Intermediate or advanced skills in Microsoft Word, Excel, Outlook and PowerPoint.
Ability to read, analyze, and interpret professional journals, technical procedures and government regulations.

What knowledge, skills and abilities you should have within the first six months on the job:

Knowledge of the public transit industry.
Knowledge of goals, operating procedures, workflow and regulations regarding department functions.
Knowledge of workflow analysis and simplification techniques.
Knowledge of operating work rules, procedures and payroll.
Knowledge of technical skills specific to business systems used in the department: HASTUS, iDash, and TIS.
Intermediate skills in PowerApps, PowerAutomate and Report Builder.
Ability to develop and write ad hoc queries, write reports, business correspondence and procedure manuals.
Ability to effectively present information and respond to questions from groups of customers or clients.
Requires the skill to provide basic client services to the public and other agencies within the organization. Requires tact, courtesy and cooperation in dealings with others where the primary purpose is the exchange of information.
