The Steps to Support (STS) program provides community-based mental health and housing stabilization services to
individuals living in Toronto Community Housing. Using a Housing First, trauma-informed, recovery-oriented, and
client-centred approach, the program promotes housing stability, enhances quality of life, and supports individuals
in maintaining successful tenancies.
Serving approximately 420 tenants annually through a hub-and-spoke service model across multiple Toronto
Community Housing communities, the program also delivers low-barrier services that reach more than 3,000
tenants each year.
As a Housing Stabilization and Support Specialist, you will work directly with tenants experiencing complex mental
health, substance use, and housing challenges. This is a highly mobile, community-based role where you will build
trusting relationships, provide individualized case management, respond to crises, coordinate services, and help
tenants maintain stable housing and achieve their personal goals.

What You Will Do:
- Build trusting, respectful relationships with tenants through consistent engagement and individualized support.
- Complete comprehensive intakes, needs assessments, goal planning, and ongoing case management using
client-centred, strengths-based, and trauma-informed practices.
- Develop and implement housing stabilization plans that support successful tenancies and reduce the risk of
housing loss.
- Respond to mental health, substance use, behavioural, and housing-related crises using de-escalation, conflict
resolution, and sound professional judgment.
