Job summary

This is an exciting opportunity to join the Workforce Systems team as an Establishment Control Manager, playing a key role in improving workforce data quality, financial governance, and organisational decision-making across the Trust.

You will lead the day-to-day management of Establishment Control, ensuring alignment between ESR and the General Ledger. Your work will directly support safe staffing, accurate workforce planning, and effective financial control. Working closely with Finance, HR, Recruitment and operational teams, you will oversee establishment changes, resolve discrepancies, and embed consistent, auditable processes.

We are looking for a proactive, detail-focused individual with strong analytical skills and experience working with workforce data and systems, ideally ESR. You will be confident working with complex information, building relationships, and influencing stakeholders to improve processes and outcomes.

Joining us at a pivotal time, you will play an important role in preparing the Trust as an early implementor of the NHS Workforce Solution, helping to ensure high-quality, reliable workforce data.

Main duties, tasks & skills required

You will lead the day-to-day delivery of the Trust's Establishment Control function, ensuring accurate alignment between ESR and the General Ledger to support safe staffing, workforce planning, and financial control.

Your role will involve monitoring and validating establishment data, processing changes in line with governance, and resolving discrepancies through detailed analysis. You will work closely with Finance, HR, Recruitment, and operational teams, acting as a key point of contact for establishment queries and providing clear, expert advice.

You will use workforce systems, particularly ESR, alongside financial reports and data tools to manage complex information with a high degree of accuracy and attention to detail. You will also support audit and compliance requirements by maintaining clear documentation and processes.

As a line manager, you will oversee the Establishment Control Officer, prioritising workloads and supporting development.

We are looking for someone analytical, organised, and proactive, with strong communication skills and the ability to influence stakeholders, manage competing priorities, and drive continuous improvement in a fast-paced environment.

Person specification

Qualifications

Essential

Degree-level qualification or equivalent experience in workforce systems, HR, finance, or a related field.

Evidence of continuing professional development relevant to workforce data, systems, or governance.

Desirable

Formal qualification or training in workforce planning, data management, finance, or project/programme management.

ESR or NHS workforce systems-specific training.

Experience

Essential

Experience working with workforce establishment, WTE, or funded staffing data within a complex organisation.

Experience maintaining alignment between workforce and financial systems and resolving data discrepancies.

Experience analysing, interpreting, and presenting complex workforce or financial data to a range of stakeholders.

Ability to prioritise workload, work autonomously, and manage competing demands while maintaining accuracy.

Experience working collaboratively with HR, Finance, Recruitment, Pay, and operational teams.

Desirable

Experience working within the NHS or public sector.

Direct experience of ESR position and establishment management.

Experience supporting workforce system transformation or contributing to audit and assurance processes.

Previous line management or supervisory experience.
