Job Details

Title: Programme Manager

Reports to: Programme Management

Contract type: Fixed term until 31st August 2027

Hours: 5 days per week (37.5 Hours) Worked between Monday- Friday

Salary: Grade 2 - £40,736 - £44,056 (5% employer pension contribution, Medicash and group life assurance, 27 days annual leave per annum for FTE plus bank holidays)

Location: Based in the Blackpool area. Travel across RTS programme delivery as required.

Role Summary

The Programme Manager is responsible for the day-to-day operational management and delivery of Right to Succeed's Blackpool programme, ensuring effective partnership working, robust performance management and successful delivery against agreed outcomes, milestones, budgets and funder requirements.

The role will primarily support our programme focused on improving participation, progression and employment outcomes for young people who are NEET or at risk of becoming NEET.

Working across a partnership of secondary schools, post-16 providers, local government, voluntary and community sector organisations, employers and funders, the postholder will coordinate programme activity, monitor performance, manage risks, oversee financial reporting and support continuous improvement to ensure successful delivery and impact.

The role will act as a key link between delivery partners, funders and Right to Succeed, maintaining strong relationships, facilitating effective collaboration and ensuring programme objectives are achieved. The postholder will also contribute to organisational learning, programme development and the wider strategic priorities of Right to Succeed.

Person Specification

Experience (essential)

Demonstrable experience and knowledge of the NEET system, including barriers faced by young people, post-16 pathways, employability provision and multi-agency approaches to engagement and participation.
Proven experience of managing relationships with senior stakeholders, including local authorities, education providers, employers, voluntary and community organisations, funders and multi-agency partners.
Experience of coordinating delivery partners and holding them accountable for agreed deliverables, milestones, outcomes and expenditure.
Experience of monitoring programme performance, risks and budgets, and implementing corrective actions where required.
Experience of facilitating meetings, managing action plans and driving progress across complex partnership environments.

Experience (desirable)

Experience of working with secondary schools and/or post-16/NEET provision.
A track record of improving outcomes for young people.
Experience of managing grant-funded or externally funded programmes.
Experience of working within place-based, collective impact or systems-change approaches.

Skills (essential)

Excellent programme and project management skills, with the ability to manage multiple priorities and stakeholders simultaneously.
Strong stakeholder engagement, relationship management, influencing and facilitation skills.
Strong analytical, problem-solving and decision-making skills, including the ability to interpret performance and financial information.
Excellent written and verbal communication skills, including report writing, presentation and meeting facilitation.
Ability to work independently, manage competing priorities and adapt to Right to Succeed's ways of working.

Qualifications and Knowledge (essential)

Ability to represent Right to Succeed credibly with partners, funders, commissioners and external stakeholders.
Strong understanding of the NEET landscape, including national and local policy, post-16 pathways, participation requirements, barriers to progression and the interventions that support successful engagement and outcomes for young people.
Strong knowledge of the education, employment, skills and youth support landscape across Blackpool and the North West, including factors influencing participation, progression and transition into education, employment and training.
Understanding of partnership working across education, local authority, employment, voluntary and community sectors, and the role these organisations play in supporting young people at risk of becoming NEET.
Understanding of programme governance, performance management, monitoring and evaluation, with a commitment to evidence-informed practice, continuous improvement and organisational learning.
Experience of preparing reports, performance updates and supporting documentation for funders, commissioners, governance groups or senior stakeholders.
Understanding of the evidence base relating to youth employment, education, participation and social mobility.

Qualifications and Knowledge (desirable)

In-depth knowledge or experience in education settings in Blackpool
An understanding of research-led practice in schools (training will be provided)
An understanding of collective impact and implementation approaches (training will be provided)
