People & Learning Development Manager
Specialist SEND, Autism & ADHD Services

About the Role:
We are seeking an experienced and compassionate People & Learning Development Manager to support the growth and professional development of teams working within specialist services for children and adults with Autism Spectrum Condition (ASC), ADHD and co-occurring conditions.
This is a strategic and operational leadership role requiring a highly organised professional with strong Learning & Development, HR, hospitality and stakeholder management experience. The successful candidate will play a key role in creating an inclusive, compliant, and people-focused learning culture that supports both employee development and exceptional service delivery in our retail environments.
The role will involve partnering with senior leadership teams, board of trustees, operational managers, clinicians, educators, and support teams to deliver high-quality people initiatives aligned with organisational objectives and regulatory standards.
Key Responsibilities
- Lead the Learning & Development strategy across specialist Autism and ADHD services
- Design, implement, and evaluate learning programmes for operational commercial kitchen teams including COSHH, EHO and statutory laws including Natashas law & relevant allergy training, retail and hospitality, clinical, educational, and support staff
- Develop inclusive learning pathways that support neurodiversity awareness, safeguarding, behaviour support, communication strategies, and person-centred practice
- Partner with senior stakeholders to identify workforce capability gaps and succession planning opportunities
- Support organisational development, employee engagement, and cultural improvement initiatives
- Manage and improve Learning Management Systems (LMS) and digital learning content
- Deliver blended learning solutions including virtual instructor-led training, eLearning, workshops, and coaching
- Support HR operations including policy development, performance management, employee relations, and compliance
- Ensure learning frameworks align with Ofsted, CQC, safeguarding, and employment legislation requirements
- Analyse learning effectiveness, engagement, and ROI through measurable reporting and evaluation methods
- Coach and mentor managers to support effective leadership and people management practices
- Promote a positive and inclusive workplace culture focused on wellbeing, development, and continuous improvement
Essential Skills & Experience
- Proven experience in Learning & Development, HR Business Partnering and Organisational Development.
- Proven People Management experience managing teams larger than 8 would be an essential requirement of this role.
- Strong understanding of workforce development within education, third sector, health & social care, SEND, and/or specialist support services
- Experience supporting teams working with children and adults with Autism and/or ADHD
- Excellent stakeholder management and relationship-building skills
- Experience developing digital learning content and managing LMS platforms
- Strong coaching, mentoring, and facilitation experience
- Knowledge of safeguarding, compliance, and employee relations best practice
- Ability to manage multiple projects and operational priorities effectively
- Strong communication, presentation, and analytical skills
- Experience managing volunteers
Qualifications
- CIPD Level 5 qualification essential
- TaP.Cert, Myers Briggs, Kirkpatrick model
- MCIPD status desirable
- Training or qualifications relating to Autism, ADHD, SEND, safeguarding, or behavioural support would be advantageous

Pay: £25,000.00-£40,000.00 per year
