Resource Manager – Design & Deploy
Role Summary
The Resource Manager is responsible for the effective planning, allocation, and forecasting of technical resource across network and cloud / infrastructure projects.
This role ensures that work entering delivery is resourced realistically, that utilisation is visible and balanced, and that future demand is forecast early, enabling predictable delivery across the Technical Directorate.
The Resource Manager operates between the Project Management and Engineering function and reports to the Technical Director, working closely with technical leaders to support delivery as one coordinated system.
Key Responsibilities
To ensure that:
- Engineers are allocated effectively and fairly
- Delivery commitments reflect real capacity
- Resource conflicts are surfaced early
- Leadership has clear visibility of utilisation and future demand
Resource Planning & Allocation
- Own the day-to-day allocation of network and infrastructure resources across projects
- Balance competing demands across:
- Projects
- Operational work
- Improvement initiatives
- Ensure resource assignments are:
- Realistic
- Visible
- Agreed with technical leads
Capacity & Forecasting
- Maintain an accurate view of:
- Current utilisation
- Near-term capacity (4–6 weeks)
- Medium-term demand (3–6 months)
- Identify upcoming resource constraints or underutilisation
- Support scenario planning for:
- New work intake
- Changes in priority
- Hiring or contractor needs
Delivery Support
- Work with Project Managers to:
- Validate resource assumptions in project plans
- Adjust allocations as priorities change
- Ensure changes in scope or schedule are reflected in resourcing
- Reduce context-switching and over-allocation of engineers
- Work with engineering teams to support accommodation and travel requirements
- Ensure hardware, licensing and consumables are allocated to engineers in advance of working taking place, this will include arranging couriers and direct ship via our Business Operations Team
Reporting & Insight
- Provide regular, accurate reporting on:
- Resource utilisation by team and role
- Forecast demand vs capacity
- Key risks to delivery caused by resourcing
- Produce clear, actionable insights for:
- Head of Projects
- Technical Director
- Board Members
Collaboration & Governance
- Act as a neutral coordination point between:
- Delivery demand (projects)
- Supply (engineering teams)
- Escalate resourcing conflicts early, with options
- Support consistent ways of working across the team

The Resource Manager is expected to actively support the teams ethos:

Key Skills & Experience
- Experience in resource management, delivery coordination, or PMO environments
- Strong understanding of technical delivery contexts (networks, infrastructure, cloud)
Comfortable working with:
- Competing priorities
- Ambiguous demand
- Senior technical stakeholders
- Strong analytical and reporting skills
- Confident using planning and reporting tools (e.g. spreadsheets, PPM tools, BI dashboards)
