Job summary

The Senior Workflow Manager plays a critical leadership role within the Building Safety Regulator (BSR), ensuring the effective coordination, oversight, and delivery of workflow processes that underpin the safety of residents in high‑risk buildings (HRBs).

Working closely with Regulatory Leads, the Senior Workflow Manager provides strategic and operational oversight of workflow management processes, ensuring MDT (Multi- Disciplinary Team) members are managed consistently, and in accordance with BSR requirements. The role leads on the coordination of a team and resources to optimise workflows across a portfolio of cases, ensuring alignment between internal teams and external regulatory partners, including building control, structural, and fire safety specialists.

The Senior Workflow Manager also plays a pivotal role in strengthening stakeholder collaboration, removing operational barriers, and enhancing service delivery through effective planning, prioritisation, and risk management. Through leadership and continuous improvement, the role ensures that workflow systems and processes support timely, evidence‑based decision‑making, ultimately contributing to the protection of residents and the delivery of a high‑quality regulatory service.

Due to the nature of the job, this role is only suitable for full time working.

Job description

The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE.

It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.

All employees will have access to:

The entitlement to compensation being calculated in line with the Civil Service Compensation Scheme.

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department.

This would be subject to that departments own policies and arrangements.

Key Responsibilities

Lead supplier engagement by managing performance discussions, resolving escalations and facilitating governance meetings to ensure effective service delivery.
Represent the Workflow function at cross-BSR meetings, external forums and technical working groups, building strong stakeholder relationships and supporting organisational objectives.
Produce and oversee business management and workflow performance reporting, including dashboards, operational forecasts and management information to support informed decision-making.
Ensure the accuracy, integrity and effective management of data across workflow trackers, reporting tools and performance monitoring systems.
Oversee conflict-of-interest (COI) processes, ensuring issues are identified, triaged and escalated appropriately while maintaining compliance and governance standards.
Drive continuous improvement by leading projects, developing and standardising processes, and implementing service enhancements to improve efficiency and effectiveness.
Lead, coach and develop Workflow Support Officers while supporting recruitment, onboarding and training activities to build a high-performing and capable team.

Person specification

Essential Skills and Criteria:

Proven experience leading teams and delivering outcomes in fast-paced regulatory, operational, or public sector environments, including managing change within complex organisations.
Strong stakeholder management skills, with experience working collaboratively across internal teams, senior leaders, local authorities, and external partners.
Ability to analyse operational data, management information (MI), and performance dashboards to identify trends, support decision-making, and produce reports for senior audiences.
Experience identifying operational risks, implementing mitigations, and ensuring effective performance and service delivery.
Proven people management and coaching capability, with experience supporting staff development, performance improvement, and team effectiveness.
Advanced proficiency in Microsoft Excel, SharePoint, and workflow reporting tools, with the ability to utilise data to drive operational improvements.
Knowledge of multidisciplinary team (MDT) working, resource planning, operational forecasting, and workload management.
Confidence using and adopting workflow, case management, and other digital operational systems to support efficient service delivery.

Hybrid-working

At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.

Sift Information

Candidates who successfully meet the benchmark for the 250-word statement, will be progressed to a full sift on the Personal Statement. Interview Information

Interviews will take place from week commencing 20th July 2026 where you will be scored on the advertised behaviours and strengths.
