Job Summary
We are seeking a knowledgeable and proactive Health and Safety Advisor specialising in scaffolding to ensure the safety and compliance of our Scaffolding projects. The successful candidate will be responsible for developing, implementing, and maintaining health and safety protocols, with a focus on scaffolding operations. This role offers an excellent opportunity to contribute to a safe working environment while supporting ongoing project success. Candidates with electrical experience will be considered an asset, enhancing their ability to oversee complex safety requirements across diverse site activities.

Key Responsibilities

1. Site Audits and Inspections

– Conduct planned and unannounced H&S audits across active scaffold contracts using SafetyCulture (iAuditor) or equivalent digital platform.

– Assess scaffold structures for compliance with TG20:21, SG4:22, LOLER, PUWER, and the Work at Height Regulations 2005.

– Produce structured audit reports with photographic evidence, graded non-conformances, and corrective action requirements.

– Monitor close-out of audit actions within agreed timescales and escalate overdue items to the QHSE Manager.

– Participate in joint site inspections with principal contractors, clients, and HSE representatives.

– Maintain a live portfolio of audit records and provide periodic compliance data to support management reporting and contract reviews.

2. Accident and Incident Investigation

– Attend accident, incident, and near-miss scenes promptly, securing physical evidence and taking witness statements.

– Conduct thorough root cause analysis using structured methodology, including 5 Whys, fault tree analysis, or equivalent.

– Produce formal investigation reports suitable for submission to principal contractors, insurers, and the HSE where RIDDOR reporting is triggered.

– Manage RIDDOR notifications under the direction of the QHSE Manager and maintain accurate, auditable records.

– Identify systemic trends from incident data and translate findings into practical, evidenced improvement measures.

– Track corrective and preventive actions arising from investigations, verify implementation, and confirm close-out with the QHSE Manager.

3. Behavioural Safety and Workforce Engagement

– Maintain a regular, visible presence on site, engaging with operatives, supervisors, and managers to monitor and promote safe behaviours.

– Plan, prepare, and deliver toolbox talks covering scaffold-specific hazards, work at height risks, manual handling, PPE compliance, and permit requirements.

– Observe workforce behaviours in the field and provide structured, constructive coaching and feedback to individuals and their supervisors.

– Support the planning and delivery of safety campaigns, toolbox talk programmes, and site stand-down events.

– Build and maintain positive working relationships with CISRS-graded operatives and supervisors, identifying skills gaps and reporting barriers.

– Champion near-miss and observation reporting across all contracts, creating the conditions for proactive reporting rather than reactive compliance.

– Provide regular, honest feedback to the QHSE Manager on workforce attitudes, emerging concerns, and behavioural trends identified during site visits.

4. RAMS Development and Review

– Draft and develop detailed, contract-specific Risk Assessments and Method Statements for all scaffold activities: erection, alteration, dismantling, adaptation, and specialist structures.

– Ensure every RAMS document reflects the actual site conditions, risk profile, programme requirements, and principal contractor interface for each contract.

– Apply and reference current NASC guidance (TG20:21, TG30:24 where system scaffold is specified, SG4:22) and relevant legislation accurately throughout all documents.

– Review RAMS submitted by subcontractors and assess for compliance, suitability, and alignment with site-specific conditions.

– Maintain version control and revision histories across all RAMS, managing document issuance, approval workflows, and distribution records.

– Respond to principal contractor and client review comments, revising documents accordingly and ensuring timely resubmission.

– Collaborate with the operations and commercial teams to verify that RAMS accurately reflect the contracted scope and proposed construction methodology.

5. Regulatory Compliance and Legislative Awareness

– Maintain current working knowledge of scaffolding-specific legislation, HSE enforcement priorities, NASC guidance, and relevant industry developments.

– Advise operational teams on compliance requirements at contract, structure, and activity level.

– Support the QHSE Manager in preparing for, and responding to, HSE visits or enforcement action.

– Assist in maintaining and developing the company H&S management system, procedures, and associated documentation.

– Monitor changes in legislation and NASC guidance and flag the implications for existing RAMS, procedures, and live contracts in a timely manner.

6. Training and Competence

– Assist in coordinating CISRS training enrolments, card renewals, and CPD records for operatives and supervisors.

– Support delivery of in-house induction programmes for new starters across all operational grades.

– Identify training needs arising from audit findings, incident investigations, risk assessments, and observed behaviours.

– Maintain training matrices and competence records for operational staff, flagging gaps or expiries to the QHSE Manager.

7. Reporting and Administration

– Produce monthly H&S performance reports covering leading and lagging indicators, audit scores, incident rates, CAPA status, and near-miss volumes.

– Maintain accurate, well-organised records of all audits, investigations, risk assessments, and training activities.

– Contribute data and written content to management review processes and senior leadership reporting.

– Use SafetyCulture (iAuditor) and other digital safety platforms proficiently, and support operational teams in their day-to-day use.

Experience

Proven experience in health and safety advisory roles within Scaffolding or industrial environments, particularly involving scaffolding systems.
Strong understanding of relevant health and safety legislation and standards applicable to construction sites in the UK.
Prior experience conducting risk assessments, safety audits, and incident investigations.
Excellent communication skills with the ability to deliver training effectively to diverse teams.
Organised with a keen eye for detail and a proactive approach to hazard identification and mitigation.

Pay: £50,000.00-£60,000.00 per year
