The role.
We are seeking a dedicated and experienced Parking Services Manager to join our Parking Services Team. The Parking Services Team are responsible for the management and enforcement of parking and civil enforcement operations across North Somerset, helping to maintain the safe, efficient and accessible movement of traffic throughout the highway network and local communities. The team develops and implements parking policies, manages parking assets, budgets and resources, and ensures the Council meets its statutory parking responsibilities while supporting wider corporate and transport objectives.
As our Parking Services Manager, you'll lead the delivery and development of parking services across North Somerset, helping to keep our roads safe, accessible and moving efficiently. From parking enforcement and policy development to customer service and asset management, you'll play a vital role in shaping how residents, businesses and visitors experience our transport network.
You'll provide both strategic direction and operational leadership, ensuring services run smoothly today while driving improvements that meet the challenges of tomorrow. Working across multiple teams and service areas, you'll bring people together to deliver excellent outcomes, make the best use of resources and support the Council's wider priorities.
A key part of the role is leading the response to parking-related complaints, enquiries and appeals. You'll handle complex and high-profile issues with confidence, ensuring decisions are fair, transparent and legally robust. Working closely with councillors, senior managers, enforcement teams and external partners, you'll help maintain public confidence in parking services through clear communication and sound judgement.
We're looking for someone who can think strategically, challenge the status quo and deliver change. You'll develop service plans, lead programmes of work, manage budgets and resources, and identify innovative ways to improve performance, efficiency and customer experience.
You'll also ensure services remain compliant with legislation and best practice, responding proactively to policy changes, emerging priorities and opportunities for service development.
Key responsibilities:
- Lead parking operations and enforcement contracts.
- Develop parking strategies and policies supporting economic growth and support management of the highway network.
- Manage budgets, performance and business planning.
- Oversee car parks, permits, enforcement technology and operational delivery.
- Provide advice to elected members, senior managers and key stakeholders.
- Manage, develop and motivate staff.
- Ensure compliance of the Traffic Management Act and associated legislation.
- Lead service improvement and digital transformation initiatives.
This position is exempt under the provisions of the Rehabilitation of Offenders Act (Exceptions) Order 1975 and is subject to an enhanced Disclosure and Barring Service.
Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.
Work style.
At North Somerset Council, we offer a hybrid working environment based on four distinct work styles. Depending on the role and personal circumstances, you will fall into one of these categories. However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated.
This role falls into the category of Fixed Worker which means you can expect to work in the following way:
- 4+ days in the office.
- Spends most or all of their time in the office, due to nature of the work but can be for reasons such as unsuitable home working conditions or a desire for separation of home and work life.
- The office remains a shared space with cultural encouragement for clear desk policies.
About you.
We are looking for an individual who is passionate about Parking Services, and who possesses the following skills and experience:
Essential criteria:
- Degree level qualification or equivalent professional experience in parking, highways, transport, planning.
- Significant experience in parking service delivery, including managing operational services and leading teams.
- Strong knowledge of parking legislation, policy development and enforcement practices.
- Experience of budget management, financial planning and service performance management.
- Proven ability to lead service improvement, manage change and embed new ways of working.
- Excellent project management, organisational and decision-making skills.
- Ability to build effective relationships with councillors, senior managers, partner organisations and external stakeholders.
- Political awareness and an understanding of local government decision-making processes.
- Strong communication skills and experience presenting information to a range of audiences.
Desirable criteria:
- Higher-level professional qualifications.
- Experience presenting to committees, inquiries, hearings or senior leadership teams.
- Experience working with regional partnerships, consultants, police, developers and community/key stakeholders.
- Knowledge of wider transport, highway or development management issues.
- Experience of delivering transformation programmes/objectives.
- Track record of achieving service performance improvements.
