Hybrid: Minimum 2 days per week in the office, 3 days from home

We’re now looking for an experienced Asbestos Manager to lead our asbestos management function and ensure the safety and compliance of our homes across a large and diverse property portfolio.
About the Role
As our Asbestos Manager, you’ll take operational responsibility for asbestos compliance across approximately 30,000 homes. You’ll act as the organisation’s duty holder, ensuring we meet the Control of Asbestos Regulations 2012 and all relevant HSE guidance.
You’ll oversee asbestos surveys, registers, management plans, contractor performance and risk controls, ensuring safe delivery of investment works, repairs, voids and planned programmes. You’ll also lead the harmonisation of asbestos management practices across our merged organisation, aligning policies, data, systems and contractor arrangements.
This role also plays a key part in implementing our new Asset & Compliance Management System, ensuring accurate asbestos data, strong reporting and improved visibility of risk.
You’ll manage a small team and work closely with colleagues across Property Services, Housing, Investment, Reactive Repairs and Voids.
Key Responsibilities:
Compliance & Technical Leadership
Act as duty holder for asbestos management
Ensure compliance with statutory requirements and HSE guidance
Provide expert advice to senior leaders and operational teams
Monitor and report on asbestos compliance performance and risks
Surveys, Registers & Management Plans
Commission and quality‑assure asbestos surveys (management, refurbishment, demolition)
Ensure survey data is accurate and recorded in asbestos registers
Produce and maintain site‑specific Asbestos Management Plans
Define risk controls, access arrangements and monitoring requirements
Operational Oversight
Provide governance for non‑licensed asbestos works
Ensure risk assessments, plans of work and training are in place
Monitor workmanship, air testing and waste disposal
Investigate incidents, near misses and non‑compliances
Contractor & Supplier Management
Appoint and manage asbestos consultants, surveyors and removal contractors
Ensure contractors meet statutory and contractual requirements
Contribute to procurement, frameworks and contract reviews
Drive performance, efficiency and value for money
Integration & System Implementation
Lead harmonisation of asbestos management across two organisations
Align policies, procedures and compliance frameworks
Integrate legacy asbestos data and contractor arrangements
Define data standards and workflows for registers, actions and reporting
Oversee data migration, validation and cleansing
Train teams and embed consistent system usage
Leadership & Collaboration
Manage and develop a Coordinator and Administrator
Work collaboratively with Property Services, H&S, Estates, Projects and Repairs
Provide reports to senior leaders and support audits and inspections
Recommend improvements and support performance management
What We’re Looking For
You’ll do well in this role if you:
Bring significant experience managing asbestos in a large housing or property portfolio
Have deep knowledge of asbestos legislation and HSE guidance
Are confident commissioning surveys and overseeing both licensed and non‑licensed works
Can interpret technical information and communicate clearly with non‑technical colleagues
Build strong relationships and influence at all levels
Are organised, proactive and comfortable working across multiple workstreams
Care deeply about safety, compliance and continuous improvement
Must haves:
Significant experience managing asbestos across a large housing/property portfolio
Strong knowledge of the Control of Asbestos Regulations 2012
Experience commissioning and managing asbestos surveys and registers
Proven experience overseeing licensed and non‑licensed asbestos works
Ability to develop and implement asbestos management plans and strategies
Strong stakeholder management and influencing skills
Knowledge of asset management systems and compliance reporting tools
Experience supporting capital investment and planned works
BOHS P405 (Management of Asbestos in Buildings) or equivalent
Understanding of CDM requirements
Excellent communication and interpersonal skills
Clean driving licence
