Full job description

Role Purpose

Bambers is looking for a technically competent Retrofit Assessor to support the delivery of domestic retrofit projects across Lancashire and the wider North West.

The role will involve carrying out whole-dwelling retrofit assessments in accordance with PAS 2035 and BS 40104, with particular focus on older, traditional, solid wall and hard-to-treat properties.

This is not just a data collection role. We are looking for someone who can identify technical risks, recognise when a property may not be suitable for a standard retrofit approach, and provide clear assessment information to support safe and compliant retrofit delivery.

Key Responsibilities

Carry out retrofit assessments in accordance with PAS 2035 and BS 40104.
Complete property condition, occupancy, ventilation and energy assessments where required.
Collect accurate RdSAP data where qualified.
Assess older, traditional and hard-to-treat properties, including solid wall, stone, brick and lime-based construction.
Identify issues that may affect retrofit suitability, including damp, mould, condensation, poor ventilation, defective pointing/render, water ingress and unsuitable previous repairs.
Record construction type, building form, exposure, existing services, fabric condition, heritage/planning constraints and technical risks.
Take clear photographs and collect audit-ready evidence for TrustMark, PAS 2030/2035 and funding compliance.
Produce accurate assessment reports for review by the Retrofit Coordinator.
Flag properties where measures may be unsuitable, higher risk or require further investigation.
Liaise professionally with residents, clients, landlords and internal teams.
Support surveys for insulation, heating, ventilation, windows, doors, renewables and associated enabling works.
Work with the Retrofit Coordinator and Project Managers to resolve queries and close evidence gaps.

Essential Requirements

Qualified Domestic Energy Assessor, ideally Level 3 DEA.
Accredited Retrofit Assessor qualification, or ability to obtain accreditation quickly.
Recognised traditional buildings qualification, such as Level 3 Award in Energy Efficiency Measures for Older and Traditional Buildings, or equivalent.
Working knowledge of PAS 2035 and ability to work to BS 40104.
Strong understanding of older and traditional buildings, particularly solid wall and hard-to-treat properties.
Good understanding of damp, condensation, moisture movement, ventilation and unintended consequences of retrofit.
Ability to produce clear, accurate and audit-ready assessment reports.
Good communication skills with residents, clients and internal teams.
Strong attention to detail.
Full UK driving licence.
Good IT skills, including tablets, survey software, photo evidence systems and Microsoft Office.

Strongly Preferred

Retrofit Coordinator qualification.
Experience on ECO4, SHDF, HUG, WHLG or similar grant-funded retrofit schemes.
Experience assessing properties for IWI, EWI, loft insulation, heating upgrades, ventilation, windows, doors or solar PV.
Experience with social housing, local authority or housing association retrofit programmes.
Familiarity with TrustMark, PAS 2030/2035 evidence requirements and retrofit lodgement processes.
Knowledge of conservation areas, listed buildings, Article 4 Directions and planning constraints.
Experience using systems such as Elmhurst, ECMK, CoreLogic, TrustMark lodgement platforms, or similar.

Personal Attributes

We are looking for someone who is thorough, practical and confident working independently. The right person will be comfortable visiting occupied homes, speaking with residents, identifying technical risks and working closely with coordinators, designers, installers and project teams.

You will need to be reliable with paperwork, photographs and deadlines, and willing to challenge assumptions where a proposed retrofit measure may not be suitable.

Pay: From £36,000.00 per year
