Position: Building Control Surveyor

Job Responsibilities
- Assess and review Building Regulation applications, plans, and specifications to ensure compliance with the Building Regulations, Building Act 1984, associated legislation, and relevant technical standards.
- Carry out statutory site inspections at various stages of construction to verify compliance with approved plans, Building Regulations, and health and safety requirements.
- Provide professional advice and guidance on Building Control matters to applicants, architects, contractors, developers, elected members, internal departments, and other stakeholders.
- Inspect dangerous structures, unauthorised building works, demolition works, and highway obstructions, taking appropriate action to protect public safety.
- Participate in the emergency out-of-hours call-out rota, providing a 24-hour response to dangerous structure incidents across the borough.
- Assess and review structural calculations, technical submissions, and supporting documentation submitted with Building Regulation applications.
- Liaise with builders, developers, consultants, and property owners to resolve compliance issues and promote best practice throughout construction projects.
- Consult with internal services and external statutory bodies, communicating outcomes and requirements to applicants and agents.
- Investigate Building Regulation breaches and, where necessary, initiate enforcement action in accordance with council policies and legislation.
- Prepare technical reports, witness statements, and supporting evidence for legal proceedings, attending court when required.
- Maintain accurate inspection records, case files, and documentation in accordance with quality management systems, information governance, and council procedures.
- Deliver a high-quality, customer-focused Building Control service while achieving statutory performance targets and service standards.
- Support the promotion and development of Building Control services and contribute to identifying new business opportunities.
- Work collaboratively with colleagues to manage workloads, share technical knowledge, and support service delivery.
- Keep up to date with changes in Building Regulations, legislation, construction standards, and professional best practice through continuous professional development (CPD).
- Ensure compliance with council policies relating to health and safety, equality, data protection, and professional conduct.
- Undertake site inspections in a variety of environments, including construction sites, confined spaces, and working at height, as required.
Person Specification
Essential
- Experience working in Building Control, Building Surveying, Construction, or a related built environment discipline.
- Sound knowledge of the Building Regulations, Building Act 1984, Approved Documents, and associated construction legislation.
- Experience assessing Building Regulation applications and conducting site inspections.
- Ability to interpret construction drawings, specifications, structural calculations, and technical documentation.
- Strong understanding of construction methods, building materials, and compliance requirements.
- Excellent communication and interpersonal skills with the ability to explain technical information clearly to a wide range of stakeholders.
- Strong customer service skills with the ability to build effective working relationships.
- Good investigative, analytical, and problem-solving abilities.
- Ability to make professional decisions independently while managing a varied caseload.
- Experience maintaining accurate technical records and preparing reports.
- Proficient in Microsoft Office (Word, Excel, Outlook) and Building Control or other relevant IT systems.
- Understanding of health and safety legislation applicable to construction and Building Control activities.
- Ability to work outdoors, undertake site inspections, work at height, and enter confined spaces where required.
- Commitment to continuous professional development (CPD).
- Ability to participate in an out-of-hours emergency call-out rota and travel across the borough.
