Full job description

The opportunity

We are seeking an experienced Utilities & Council Tax Manager to take ownership of utility, council tax and other assigned property-billing accounts across a residential portfolio. You will ensure accounts are held in the correct name, liability dates and void periods are accurate, bills are checked and challenged, disputes are resolved and buildings are placed on suitable, cost-effective energy contracts. This role requires relevant hands-on experience and the confidence to manage a high volume of accounts with limited supervision.

Key responsibilities

Take end-to-end responsibility for electricity, gas, water, council tax and other property-related accounts allocated to the role.
Maintain a complete central register of suppliers, local authorities, account numbers, meter details, supply identifiers, tariffs, contract dates and responsible entities.
Open, close and transfer accounts promptly following acquisitions, disposals, tenancy changes, management changes and other liability events.
Ensure every account is held in the correct company, landlord, tenant or occupier name and that responsibility dates are supported by accurate evidence.
Review void periods carefully so the business is billed only for the dates for which it is properly responsible, correcting overlaps, gaps and incorrectly attributed occupation periods.
Check bills for incorrect dates, duplicate charges, estimated readings, tariff errors, unexplained adjustments, standing charges, VAT treatment and missing credits.
Raise and manage billing disputes with suppliers and local authorities, provide supporting evidence, maintain a clear case history and pursue matters through to resolution.
Secure credits, rebills and refunds where charges are incorrect and ensure the financial records are updated once a dispute is concluded.
Review and procure suitable energy contracts for managed buildings, comparing total cost, tariff structure, term, renewal date and operational risk rather than headline unit rates alone.
Maintain a forward contract-renewal schedule and act early to avoid buildings falling onto expensive deemed, default or out-of-contract rates.
Monitor consumption and billing trends, investigate unusual increases and coordinate meter readings, meter corrections or supplier action where information appears inaccurate.
Work closely with Property Management, Lettings, Accounts and site teams to obtain tenancy dates, meter readings, invoices and other evidence needed to keep accounts correct.
Provide accurate invoice-approval information, cost allocations and regular reporting on disputes, credits, liabilities, contract renewals, savings opportunities and unresolved risks.

What good performance looks like

Accounts are held in the correct name and liability start and end dates are accurate.
Void periods are recorded correctly and avoidable landlord or company charges are prevented or recovered.
Billing disputes, refunds and credits are progressed promptly with clear evidence and audit trails.
Energy contracts are renewed on time and buildings do not remain unnecessarily on poor default or out-of-contract rates.
Management information is complete, current and reliable enough to support payment, accrual and procurement decisions.

About you

Essential

Relevant experience managing utilities, council tax, property billing, energy accounts or a closely related high-volume account function.
Demonstrable experience checking bills, identifying errors and resolving complex disputes with suppliers or local authorities.
Understanding of account ownership, occupancy changes, void periods, meter readings and responsibility dates in a property context.
Experience reviewing or arranging business energy contracts, tariffs or supplier renewals.
Strong numerical accuracy and confidence working with large account lists, invoices, reconciliations and supporting evidence.
Good Excel or spreadsheet skills and the discipline to maintain complete, auditable records and trackers.
Clear, persistent and professional written and telephone communication, including the ability to challenge incorrect charges.
Ability to organise competing deadlines, work independently from home and attend the head office one day each week.
Right to work in the UK.

Desirable

Experience within residential property management, build-to-rent, housing, facilities management or a multi-site property portfolio.
Knowledge of MPANs, MPRNs, meter serial numbers, estimated billing, smart meters and common utility-billing problems.
Experience applying for appropriate council tax exemptions, discounts or account corrections and retaining the supporting evidence.
Experience using property-management, accounting, energy-management or invoice-approval systems.
