Your next role

We're looking for a confident, resilient and customer-focused Enforcement Housing Officer to join our Housing Team.

This is an exciting opportunity to play a key role in tackling anti-social behaviour (ASB), protecting vulnerable residents and helping to create safer, stronger communities across Swindon. You will manage a varied caseload of complex ASB and tenancy enforcement cases, ensuring investigations are carried out thoroughly, proportionately and in line with legislation, Council policies and best practice.

Working closely with residents, colleagues and partner agencies including the Police, Community Safety Partnership, Legal Services and support organisations, you will investigate complaints, gather and assess evidence, develop effective action plans and use both preventative and enforcement measures to resolve cases. Where necessary, you will prepare evidence for court proceedings, attend hearings and represent the Council in legal action.

You will take a victim-centred, trauma-informed approach, balancing enforcement with early intervention and support to achieve sustainable outcomes. The role also includes undertaking risk assessments, responding to safeguarding concerns, maintaining accurate case records and contributing to service improvements through effective partnership working and data-led decision making.

We're looking for someone who has:

Experience of managing complex casework within housing, anti-social behaviour, enforcement or a related environment.
Excellent communication, negotiation and conflict resolution skills.
The ability to investigate complaints, assess risk and make sound decisions.
Experience of working with partner agencies and building effective professional relationships.
Knowledge of housing legislation, tenancy enforcement and anti-social behaviour processes, or the ability to develop this knowledge quickly.
Strong organisational skills with the ability to manage competing priorities.
Excellent IT skills and the ability to maintain accurate records and prepare reports and legal documentation.
A commitment to delivering high-quality customer-focused services and improving outcomes for residents.

You must be fluent in the English language (as required by Part 7 of the Immigration Act for the effective performance of a customer-facing role).

The ability to travel throughout the Borough is essential. The successful candidate must hold a full UK driving licence, have access to a vehicle and appropriate business insurance.

You will be subject to an Enhanced Disclosure and Barring Service (DBS) check.
