About the Role

We are looking for an experienced and strategic Senior Commissioning Manager to lead Gloucestershire's Crisis and Resilience Fund (CRF) and Holiday Activity and Food (HAF) programme. These high-profile programmes provide vital support to children, young people and families experiencing financial hardship, crisis and wider social challenges, helping to build resilience and prevent needs escalating into more intensive services.

Working within the Children & Families Commissioning Hub, you will lead the strategic development, commissioning, governance and performance management of these externally funded programmes. You will oversee the effective deployment of funding, ensure robust contract and grant management arrangements are in place, and work collaboratively with district councils, voluntary and community organisations, statutory services and other key partners to maximise impact. Using data, insight and stakeholder feedback, you will help shape future service development, manage programme risks and finances, and ensure these important programmes deliver sustainable, measurable outcomes for Gloucestershire's children, families and communities.

About You

We are looking for an experienced commissioning professional who can combine strategic leadership with strong programme, partnership and contract management skills. You will have a proven track record of delivering complex commissioning, transformation or grant-funded programmes, alongside experience of working within robust governance and assurance frameworks. You will be confident building productive relationships across statutory, voluntary and community sector organisations and using data, insight and stakeholder feedback to drive service improvement. Strong analytical, financial and problem-solving skills are essential, together with the ability to influence stakeholders and manage competing priorities. Most importantly, you will be passionate about improving outcomes for vulnerable children, families and communities through prevention, early help and community-led approaches.
