The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.

Role: Project Manager
Salary: £46,701 to £55,411 per annum
Location: Manchester, Leeds or York
Contract Type: Temporary. 12 months secondment with the potential to be extended or made permanent
Office Requirement: Hybrid. Minimum 3 days per week working from the office, including travel between project offices and sites.
Important Information: Candidates who are successful at the sift stage will be invited to attend a face-to-face competency-based interview. Interviews are expected to commence from 10th August 2026.
To lead the safe delivery of projects to achieve cost, time and quality objectives within corporate guidelines and to develop appropriate delivery and supply strategies and plans for specific projects.
The role holder will support the Principal Programme Sponsor in overseeing CDM (2015) client duties across the TRU programme, providing assurance, governance and coordination activities to support compliance
They will apply a consistent approach to CDM client duties across a major and complex programme, working at all stages of the project lifecycle concurrently and with multiple supply chain partners and appointed duty holders.
They will ensure compliance with CDM (2015) client duty regulations and will work with TRU programme safety and assurance leads to support audits and identify and support corrective actions, risks and improvement opportunities. The role will propagate consistent CDM best practice across the programme, including continuous review of management plans and supporting reporting and escalation into periodic programme safety reviews.
The ideal candidate will be organised, self-motivated and capable of working across multiple projects, locations, and teams concurrently, building strong working relationships with each. They will be able to demonstrate knowledge of CDM Regulations 2015, supported by a relevant Level 3 qualification or equivalent experience, and be competent to undertake Client Responsible Person duties independently.
Some of the key accountabilities of this role are:
- Deliver the project(s) safely to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), applicable Railway Group, Network Rail company standards and other specific legislation including construction design management (CDM) Regulations.
- Monitor ongoing compliance with CDM (2015) Regulations across projects, taking reasonable steps to ensure duty holders discharge their duties in accordance with CDM requirements.
- Ensure key CDM documentation, including Client Management Plans, Construction Phase Plans (CPPs), F10 notifications and other statutory records, is accurate, current and compliant.
- Ensure the appropriate appointment of competent duty holders (Client, Principal Designer and Principal Contractor) at the required time, and facilitate their effective cooperation, coordination and communication.
- Establish and support structured Client, Principal Contractor and Principal Designer periodic reviews on a project basis, collating and presenting relevant client information for governance purposes, including instructed change, change papers, duty holder status and key client issues.
- Provide detailed input for compilation of the business plan and production of programme / project plans.
- Control project change, risks and contingency within the project life cycle and provide all cost, contingency and programme details to enable the Sponsor to obtain authorisation for portfolios / programmes / projects.
- Provide a safe working environment in the execution of work directly under the post holder's responsibility, including development of project safety plans and other associated documentation.
- Discharge Network Rail's CDM related duties as required by company process.
- Identify training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development.
- Establish and manage collaborative cross-functional virtual teams to deliver change projects, where appropriate.
