Mickle Hill has 90 apartments and 78 bungalows. Although the Village has been operating for several years it continues to grow.
he Facilities Manager is a key operational role within the Village, responsible for ensuring that the buildings, grounds, plant, equipment and critical systems are maintained safely, effectively and in accordance with company standards, statutory requirements and agreed planned preventative maintenance regimes.
Reporting to the Village Manager, the role holder will lead the day-to-day Facilities function and provide practical ownership of maintenance, statutory compliance, contractor management, life safety systems, building services and facilities-related risk. The role combines planned activity with the ability to respond calmly and effectively to defects, failures and emergencies.
The Facilities Manager will work closely with Village Operations, the Head of Health, Safety, Environment and Risk, Development, IT and specialist service providers. They will support handover, snagging and defects and ensure that changes or works affecting buildings, networks, access control or life safety systems are properly planned, recorded and communicated.
The role holder will ensure the Village remains a functional, safe and well-maintained environment for Owners, colleagues, visitors and contractors. This includes maintaining clear records and evidence of compliance, identifying and escalating risk, following agreed emergency arrangements and ensuring actions arising from inspections, audits, risk assessments and system failures are progressed to completion.
The Facilities Manager will oversee contractors on site, ensuring appropriate competence, insurance, RAMS and safe systems of work are in place and that works are completed to the required standard and provide value for money. They will manage procurement, commissioning, servicing and maintenance within agreed authority levels and will line manage the relevant Village facilities and maintenance team.
Duties and Responsibilities
- Directly line manage the relevant Facilities, Maintenance, Gardening and/or Domestic team members as determined by the Village structure.
- Maintain effective management of the team through clear procedures, delegation, coaching, performance management and practical support.
- Provide accurate KPI, compliance and facilities reporting and escalate material risks, overdue actions and system failures promptly.
- Manage the Facilities budget, planned expenditure and reporting, ensuring appropriate control, value for money and forward planning.
- Be the Responsible Person for fire safety arrangements, including coordination of routine checks, testing, drills, records and actions arising from Fire Risk Assessments. Support local fire safety training in accordance with company arrangements.
- Manage COSHH arrangements for Facilities activities and ensure chemicals under the Facilities function are appropriately assessed, stored, labelled and controlled.
- Make informed decisions regarding contractor call-outs, works instructions and controlled purchases within approved spending limits, with appropriate escalation for significant, unusual or safety-critical expenditure.
- Plan and manage statutory, cyclical and planned preventative maintenance, using the company PPM requirements and relevant standards. Ensure servicing, inspections and remedial works are completed within required timescales.
- Manage contractors and specialist providers on site, including checks of competence, insurance, RAMS, permits or isolations where required, quality of workmanship, site conduct and safe completion of works.
- Maintain the company facilities and compliance systems, including SafetyCulture/Mitti and other approved systems, ensuring schedules, certificates, inspections, actions, assets and supporting evidence are accurate, current and closed out appropriately.
- Support compliance with health and safety, fire, water hygiene, access control, building services and other statutory requirements relevant to the Village, working with competent specialists and the Head of Health, Safety, Environment and Risk as required.
- Report and appropriately escalate accidents, near misses, hazards, damage, environmental events and Emergency Life Safety System Failures in accordance with company procedures. Ensure facilities-related actions are owned, recorded and progressed.
- Oversee routine checks and maintenance arrangements for life safety and critical systems relevant to the Village, including fire alarm systems, emergency call systems, emergency communications, access-controlled doors and associated backup power arrangements. Any failure must be escalated and managed under the agreed contingency arrangements.
- Maintain effective key and access-control arrangements within the Facilities function, including secure key records, contractor access, routine audits and prompt escalation of missing or unreturned keys in accordance with company policy.
- Ensure works or changes involving IT/network cupboards, switches, communications infrastructure or systems supporting life safety are subject to the agreed change-control process. Access and works must be recorded and relevant Village teams and system providers notified.
- Support the Village water management arrangements, including implementation of the written scheme, temperature monitoring, flushing or isolation regimes where applicable, remedial actions and safe return to service of systems, working with the appointed competent person.
- Coordinate facilities-related emergency and business continuity arrangements, including safe response to loss of utilities, building services, access systems or life safety infrastructure. Participate in the emergency maintenance on-call rota in accordance with Village policy.
- Carry out regular site inspections and support risk assessments, audits and assurance reviews. Provide evidence when requested and ensure actions assigned to Facilities are updated honestly and completed within agreed timescales.
- Maintain clear and auditable records of maintenance, servicing, inspections, contractor activity, system changes and remedial works. Records must reflect work actually completed and must not be retrospectively created as evidence.
- Build effective working relationships with Village Services, Operations, Health & Safety, Development, IT, care teams where applicable and external specialists so that facilities decisions consider the wider operational impact on the Village.
- Carry out any other reasonable duties requested by the Village Manager to support the effective, safe and resilient operation of the Village.

- A practical, calm, flexible and solutions-focused approach, particularly when responding to failures or emergencies.
- Relevant health and safety qualification, for example IOSH Managing Safely or equivalent (desirable).
- Relevant technical, trade or building-services qualification, or equivalent practical experience (desirable).
Experience:
- Leadership and people management: 3 years (essential).
- Facilities Management in a multi-occupancy, residential, hospitality, care or similarly complex environment: 3 years (essential).
- Managing planned preventative and statutory maintenance programmes (essential).

Working hours will be 37.5 hours per week, typically Monday to Friday. The role may include weekends and Bank/Public Holidays on an on-call rota basis for out-of-hours emergency response.
The role requires regular movement around the Village, plant rooms and external areas and may involve access to maintenance environments. Any higher-risk activity must only be undertaken where the role holder is competent, trained and authorised and the appropriate controls are in place.
Due to the nature of the environment, the successful candidate will be required to undertake a DBS check - paid for by us.
Own transport may be necessary depending on the Village location.
