Full job description

On behalf of UKRI, we are looking for a Senior HR Business Partner (Change and Transformation) (Inside IR35) for a 9 month contract on a hybrid basis (3 days per week from London or Swindon, with occasional expensed travel to other UK locations, as and when required)

As a Senior HR Business Partner (Change and Transformation) your main responsibilities will be:

Act as the strategic HR Business Partner for the Activating our Strategy (AoS) programme, providing expert HR advice and guidance to senior leaders and programme teams.
Partner with Directors, managers and stakeholders to support organisational design, workforce planning and the successful delivery of transformation activities.
Provide expert advice on UK employment legislation, HR policy, organisational change and employee relations to ensure consistent and legally compliant decision-making.
Lead and coordinate people change activities including organisational restructuring, role profiling, job matching, redeployment and internal mobility.
Build effective relationships with Trade Union representatives and lead or support formal consultation processes throughout organisational change programmes.
Undertake and oversee People Impact Assessments and Equality Impact Assessments (EqIAs), ensuring robust analysis and mitigation of people-related risks.
Provide strategic input into programme governance, reporting and decision-making, identifying risks, issues and dependencies and escalating where appropriate.
Act as a trusted advisor and critical friend, using sound judgement to resolve complex or sensitive employee issues.
Develop HR guidance, toolkits, templates and supporting documentation to enable consistent delivery of change across the organisation.
Work collaboratively with the wider HR function to ensure alignment of people strategy, workforce data, communications and organisational change activities.
Contribute to stakeholder engagement and communications plans, ensuring employees are informed, engaged and supported throughout the transformation programme.
Champion an inclusive, people-centred approach that promotes wellbeing, fairness and positive employee experience throughout organisational change.

Essential:

CIPD Level 7 qualified (or equivalent) with significant experience operating as a Senior HR Business Partner within a complex organisation.
Demonstrable experience leading large-scale organisational transformation, restructuring or workforce change programmes within a unionised environment, including consultation and engagement with Trade Union representatives.
Strong knowledge of UK employment legislation, employee relations, organisational change and HR best practice.
Proven experience delivering organisational design, role profiling, job matching, redeployment and internal mobility initiatives.
Experience providing strategic HR advice and influencing senior leaders, programme boards and key stakeholders on complex people matters.
Excellent stakeholder management, communication and relationship-building skills, with the ability to handle sensitive and confidential issues.
Experience undertaking People Impact Assessments, Equality Impact Assessments (EqIAs) and identifying, managing and mitigating people-related risks.
Strong analytical, problem-solving and decision-making skills, with the ability to interpret workforce data and provide evidence-based recommendations.

Desirable:

Experience delivering organisational change within the UK public sector, Arm's Length Bodies (ALBs), research organisations or similar complex matrix environments.
Knowledge of UKRI policies, governance frameworks and organisational structures.
Experience supporting large-scale strategic transformation or business change programmes.
Experience developing HR toolkits, guidance, change frameworks and manager resources.
Understanding of organisational development, workforce planning and talent management principles.
Experience contributing to employee engagement, change communications and stakeholder management strategies.
Demonstrable commitment to equality, diversity and inclusion, ensuring people change is delivered fairly and transparently.
Ability to work effectively across multiple workstreams while managing competing priorities in a fast-paced programme environment.
