1. Purpose of the Role
The Operations and Business Development Manager provides strategic leadership across the JWM Group of Companies, including JWM Healthcare Ltd, Harmony Springs Care Ltd, and Caring Alternatives, ensuring operational excellence, regulatory compliance, workforce development, and sustainable organisational growth across all services.
The role oversees the delivery, performance, and compliance of services across the group, including the management of multiple Home-Based/Domiciliary Care packages, Supported Living services, and Residential Care Homes operating under the organisation.
The postholder ensures all services operate safely, effectively, and in full compliance with relevant regulatory and commissioning frameworks including Care Quality Commission (CQC), Ofsted, Local Authority requirements, NHS frameworks, and contractual obligations.
In addition to operational leadership, the role carries direct responsibility for business development and service expansion across the group, identifying and securing new opportunities through tendering processes, framework agreements, spot contracts, and partnerships with Local Authorities, Integrated Care Boards (ICBs), NHS partners, and private commissioners.
The postholder ensures that operational systems, workforce capability, governance structures, and compliance frameworks are aligned across all group companies, supporting both high-quality care delivery and sustainable growth across domiciliary care, supported living, and residential services.
2. Operational Leadership and Service Delivery
The Operations and Business Development Manager ensures all services operate effectively, delivering safe, high-quality, and person-centred care.

3. Business Development and Growth
The postholder leads the growth and development of JWM Healthcare services, ensuring sustainable expansion across the organisation’s care portfolio.
Core Responsibilities
- Identify and secure new business opportunities across domiciliary care, supported living, and residential care services.
- Lead the preparation and submission of tenders, framework applications, and contract bids.
- Manage Local Authority relationships and act as a key liaison with commissioning teams.
- Identify and pursue spot contract opportunities and block contract arrangements.

4. Care Quality and Clinical Governance
The Operations and Business Development Manager ensures that all care delivery is safe, person-centred, and compliant with regulatory requirements.

- Ensure all care plans are current, person-centred, and reviewed regularly.
- Oversee safeguarding investigations and ensure timely reporting and resolution.
- Monitor service user transitions, hospital admissions, and discharges.
- Review internal audits conducted by service managers.
- Ensure accurate completion of daily notes, care records, and incident documentation.
- Promote continuous improvement through quality assurance processes.
- Ensure CQC notifications are completed where required.

The Operations and Business Development Manager leads workforce development and staff performance across all services.

The postholder ensures all services maintain compliance with regulatory requirements, company policies, and health and safety standards.

- Lead the health and safety governance programme, ensuring all risk assessments, safety checks, and compliance certificates are current.
- Ensure daily safety logs in care homes (COSHH, fire, sharps, fridge, window restrictors) are completed and monitored.
- Oversee the completion and review of Fire Risk Assessments, EICR, Gas Safety Certificates, Legionella, and Asbestos surveys within statutory timelines as required.
- Ensure all incidents, accidents, and near misses are recorded, reviewed, and followed by appropriate learning outcomes.
- Maintain up-to-date company policies aligned with CQC, HSE, and legislative standards.
- Lead infection control audits and ensure adequate PPE supply across all locations.
- Develop and monitor service-level emergency and contingency planning procedures.
