Full job description

The Registered Service Manager (RSM) is the accountable manager for MySheltering’s supported accommodation service as a whole, as defined by the Supported Accommodation (England) Regulations 2023. The RSM would be registered with Ofsted in this capacity and is responsible for overseeing the management of all the provider’s settings, ensuring that every young person receives high-quality, consistent support that meets the four Quality Standards: leadership and management, protection, accommodation and support.

The RSM will lead MySheltering through Ofsted inspection readiness, drive continuous improvement, provide strong operational leadership across all settings, and ensure the service operates at all times in compliance with relevant legislation, guidance and the provider’s Statement of Purpose.

Key Responsibilities

Leadership & Registered Management

Hold Ofsted registration as the Registered Service Manager for the MySheltering service, taking full accountability for service quality and compliance across all settings.
Act as the primary point of accountability for Ofsted in all matters relating to service delivery, quality and regulatory compliance.
Lead, motivate and develop a high-performing support team across all properties, fostering reflective practice, continuous improvement and genuine commitment to young people.
Provide regular supervision, appraisal and professional development to staff, ensuring the workforce is skilled, confident and compliant with training requirements.
Represent MySheltering professionally in all dealings with Ofsted, local authorities, social workers and partner agencies.

Quality Standards & Ofsted Compliance

Ensure full and ongoing compliance with the Supported Accommodation (England) Regulations 2023 and all four Quality Standards.
Lead the preparation and delivery of the provider’s six-monthly quality review report to Ofsted, incorporating young people’s views and experiences.
Maintain a thorough working knowledge of the Social Care Common Inspection Framework (SCCIF) for supported accommodation, embedding inspection readiness into day-to-day running of the service.
Lead any Ofsted inspection process with confidence, presenting evidence of outcomes, practice standards and regulatory compliance clearly and effectively.
Maintain an up-to-date Statement of Purpose that accurately reflects service delivery, staffing, support model and referral criteria.
Ensure timely and accurate notification to Ofsted of all serious events and incidents as required by the Regulations.

Safeguarding & Protection

Carry out the designated safeguarding leadership responsibilities for the service, ensuring robust safeguarding policies, procedures and practices are embedded across all settings.
Ensure all staff receive up-to-date, appropriate safeguarding training and are equipped to recognise and respond to indicators of harm, exploitation, county lines and contextual safeguarding risks.
Build and maintain strong relationships with local authority designated safeguarding leads, placing social workers and MASH, responding promptly to any concerns.
Lead and review serious incident investigations, ensuring learning is documented, acted upon and shared appropriately.
Conduct and review location risk assessments and property-level safeguarding reviews regularly and in response to emerging intelligence.

Support, Planning & Young People’s Outcomes

Ensure every young person has a current, personalised support plan reflecting their assessed needs, aspirations and pathway to independence, reviewed regularly with placing authorities.
Champion a strengths-based, trauma-informed approach to support delivery that promotes wellbeing, participation and progression.
Ensure young people’s voices are actively sought and meaningfully embedded in service development, individual planning and the six-monthly quality review.
Monitor outcomes for young people across the service, identifying trends and taking action where support is not achieving the intended impact.
Facilitate access to education, employment, training, health services and community resources for all young people in the service.

Operational Management

Oversee the day-to-day running of all settings, delegating operational responsibilities to keyworkers and property leads while maintaining overall accountability.
Manage staffing, rotas, recruitment and induction processes to ensure adequate and appropriate cover across all properties at all times.
Manage budgets responsibly, ensuring the service operates on a sound financial basis and resources are directed towards quality outcomes for young people.
Maintain accurate, up-to-date records across all settings, including support plans, risk assessments, incident records, property checks and staff files.
Oversee the maintenance and suitability of all accommodation, ensuring properties meet the accommodation standard and health and safety requirements at all times.
Ensure all location assessments are completed, reviewed and signed off in line with regulatory requirements and Ofsted expectations.
